Planning Commission Minutes — October 13, 2005 <br />Page 3 <br />The CD Intern explained to the Commission that Guy and Cindy LaBarre of Oneka Pet Resort <br />purchased the property from the City. According to the agreement, Oneka Pet Resort has until <br />September 2006 to construct a building on the site. The building would serve as a commercial <br />kennel that provides boarding facilities and additional pet pampering services for the dogs and <br />cats of pet owners. He explained that the CUP and site plan would be contingent on the approval <br />of the preceding text amendment by the City Council. <br />The proposed building would include a 150 square foot enclosed waste, recycling and storage <br />structure and a 4,000 square foot outdoor pet exercise and play area. The play area, located to the <br />exterior of the building, would be enclosed by a 10' foot high wall constructed of the same <br />materials and matching colors as the principle structure. The rear and side yard would be <br />surrounded by a six foot high chain link fence. The proposed fence would meet all setbacks and <br />height and building material requirements as outlined in the City's fencing ordinance and the <br />restrictive covenants for the Industrial Park. <br />The Intern explained that the parking ordinance did not address parking spaces for kennels. Staff <br />calculated the required amount of spaces on 2,400 square feet of office space and the 4,000 <br />square feet of warehouse space, which resulted in approximately 24 spaces. The proposed site <br />plan showed 26 spaces. <br />The landscape plan showed the appropriate quantities of trees but did not show the sizes and <br />types. Staff recommended, as a condition of approval, a complete landscape plan be submitted <br />as well as a revised grading and utility plan showing infiltration on the site. The Intern also <br />noted that they needed to provide a screening plan for the rooftop mechanical units. <br />Rosenquist questioned why an incomplete application was brought before the Commission. The <br />CDD explained that staff was working with the applicant on outstanding issues. <br />Rosenquist questioned the location of the dumpsters, which appeared to be blocking parking <br />spaces, whether the dumpsters were covered, and asked where the infiltration on the site would <br />take place. <br />The area on the plan where the dumpsters where shown was not being counted as a parking space <br />and the dumpsters were not to be covered. The Intern showed on the plan where the infiltration <br />area would be and said the City Engineer indicated that infiltration on the site would be no <br />problem. <br />McRoberts requested that applications be complete prior to coming to the Commission for <br />approval, and asked for affirmation that there were no adjoining residential parcels. The CDD <br />assured him there were not. <br />Schumann opened the public hearing. <br />Andy Faulkner, Faulkner Construction, said they were looking into what types of trees and <br />shrubs could withstand the conditions of a kennel and he showed the line of site drawings for the <br />
