MINUTES <br />HUGO PLANNING COMMISSION <br />NOVEMBER 10, 2005 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:01 p.m. <br />PRESENT: Bailly, McRoberts, Rosenquist, Schumann, Weidt <br />ABSENT: Hoffbeck, Kleissler <br />ALSO PRESENT: Bryan Bear, Community Development Director (CDD) <br />Michele Lindau, Community Development Assistant <br />Andrew Gitzlaff, Community Development Intern <br />Kendra Lindahl, City Planner <br />Minutes of October 27, 2005 <br />Weidt made motion, Bailly seconded, to approve the Planning Commission minutes of October <br />27, 2005 as submitted. <br />All Ayes. Motion carried. <br />Concept Plan for Stoney River Development for Enchanted Waters (Bever Property) <br />The Planning Commission considered the concept plan for Stoney River Development, 1970 <br />Oakcrest Avenue, Roseville, for a rural preservation housing development to be known as <br />Enchanted Waters. The plan consisted of 13 single family homes on 40 -acres of property owned <br />by Jim Bever. The parcel is bisected by 132nd Street generally east of Goodview Avenue. The <br />homes would be located on the southern 20 acres. The north 20 -acre section of the property will <br />be preserved in its current natural state. The single family homes would be on .75 and 1 -acre lots <br />and would share a community septic system and be accessible by a new street/temporary cul-de- <br />sac with access provided from 132nd St. <br />The Intern presented the plan to the Commission. Schumann informed the Commission that the <br />applicants were only seeking comments on the plan. It was not a public hearing and no formal <br />action would be taken. <br />Brent Thompson from Stoney River Development was present to answer questions from the <br />Commission. <br />The Commission commented on the access to the open space, lack of a focal point in the <br />
