MINUTES
HUGO PLANNING COMMISSION
May 13, 2004
Call to Order
Chairman Schumann called the meeting to order at 7:04 p.m.
PRESENT: Bailly, Hoffbeck, Kleissler, Malaski, McRoberts, Rosenquist, Schumann
ABSENT: None
ALSO PRESENT: Bryan Bear, Community Development Director
Kendra Lindahl, City Planner
Michele Lindau, Secretary
Introduction of Bryan Bear
Chair Schumann introduced and welcomed the new Community Development Director
Bryan Bear to the City of Hugo. Bear began his position with the City of Hugo on
Monday, May 3, 2004.
Minutes of April 27, 2004
Malaski made motion, Kleissler seconded, to approve the minutes of April 27, 2004 as
submitted.
All Ayes. Motion carried.
Wagners Greenhouse — CUP Amendment
The Commission held a public hearing to consider the request of Wagners Limited
Partnership, 6024 Penn Avenue, Minneapolis, for a Conditional Use Permit Amendment
to extend the expiration date of the construction of Phases 2 and 3 which would consist of
additional greenhouses on their property at 4860 Frenchman Road (CASH 8). The
Planner explained that according to the applicant, because of the poor economic
conditions of the past two years, it has not been feasible to expand the business at the
anticipated pace. The applicant is currently working on the wetland fill necessary to
facilitate the construction of Phases 2 and 3. However, these phases will not be complete
by December 31, 2004, as required in the original CUP. The applicant requested that the
CUP be amended to allow until December 31, 2006 to complete Phase 2 and 3. The
applicant's original intent was to construct a retail garden center on the subject property
when sewer and water became available.
Chairman Schumann opened the public hearing.
BE
