MINUTES <br />HUGO PLANNING COMMISSION <br />SPECIAL MEETING <br />FEBRUARY 1, 2003 <br />Call to Order <br />Chairperson Schumann called the meeting to order at 9:00 am. <br />PRESENT: Bailly, Kleissler, Malaski, McRoberts, Rosenquist, Schumann <br />ABSENT: Peltier <br />ALSO PRESENT: John Rask, Community Development Director <br />Chuck Hass, City Council Member <br />Catherine Anderson, Owner of Carpenters <br />Tim Bolton, Hugo Resident and Owner of Subway <br />Jim Kellison, Hugo Resident and President of Kelco Real Estate <br />Development Services <br />Katie Riopel, Hugo Resident and Editor of the Hugonian Newspaper and <br />Owner of Katie's K-9 <br />Sandy Niemczyk, Hugo Resident and Owner of Niemczyk Greenhouses <br />Planning Commission Discussion <br />The Commission and interested business owners and residents met this morning to discuss the <br />redevelopment of downtown Hugo. They reviewed aerial photos and maps as well as proposed <br />transportation improvements. After much discussion, the following issues were cited as requiring <br />further consideration when formulating the plan for the downtown area: <br />Downtown Redevelopment Issues <br />■ TH61 traffic <br />Less than four lanes <br />Railroad corridor <br />Narrow right-of-way <br />■ Parking for future train station <br />■ Design guidelines that respect existing character <br />■ Special attention to the former Interstate Lumber Site <br />■ Design for both on and off street parking <br />Historic Features to Receive Special Consideration <br />■ St. John's the Baptist Church <br />■ St. John's Cemetery <br />
