Planning Commission Meeting October 23, 2003 - page 2 <br />Rosenquist made motion, Malaski seconded, to table the request until the meeting on November 13, <br />2003. <br />All Ayes. Motion carried. <br />Edmund Tschida Rezone From AG to Long Term AG <br />The Commission held a public hearing to consider the request of Edmund Tschida, 9822 152nd <br />Street North, to rezone his property from Agricultural to Long -Term Agricultural. The property <br />is located north of Co. Rd. 57 and east of Jeffery Avenue North. This would allow the property <br />to be included in the Metropolitan Agricultural Preservation Program. The program provides tax <br />relief for agricultural and conservation land. <br />The Community Development Director explained that to participate in the program, the land <br />must be at least 40 acres in size and zoned for long-term agricultural. Landowners must commit <br />to leaving the property in long-term agricultural for a minimum of eight years. In addition, the <br />landowner must give the City notice eight years in advance of removing the land from the <br />program. <br />Chairman Schumann opened the public hearing. <br />Chuck Haas, 15500 Keystone Avenue North, explained that he lives next to the property and <br />lends his support to the request. Haas explained that he was the head of the Rural Preservation <br />Committee, which encourages the preservation of open space. <br />Malaski made motion, McRoberts seconded, to recommend approval of the request to rezone the <br />property from Agricultural to Long Term Agricultural. <br />All Ayes. Motion carried. <br />Karen Nelson - Minor Subdivision <br />The Commission held a public hearing to consider the request of Karen Nelson, 6831 137th Street <br />North, for a minor subdivision to split the 20 acre parcel at the above address into two 10 -acre lots. <br />The westerly lot would contain the existing home site. The easterly lot would be sold for a future <br />home site. The property is located in the Rural Residential Zoning District where the minimum lot <br />size is 10 acres. <br />The applicant had submitted a soil test indicating that the new parcel is suitable for a septic <br />system. However, because of the distance from the home to the septic soil test area, staff <br />recommended the applicant submit an acceptable design of the septic system prior to the <br />recording of the subdivision. <br />
