She said she would like to see the downtown <br />standards addressed quickly. <br />Schumann said he felt the City needed a balance between the granting of variances and revisiting <br />the ordinance. <br />Malaski made motion, Schumann seconded, to recommend approval of the application of Comfort <br />of Homes. <br />All Ayes. Motion carried. <br />Waters Edge North PUD Amendment — Pulte Homes <br />The Planning Commission held a public hearing to consider the request of Pulte Homes of <br />Minnesota, 815 Northwest Parkway, Eagan, for approval of a PUD amendment for Waters Edge <br />North on the 186 -acre parcel located east of Everton Avenue, west of the Creekview Preserve <br />development. <br />The City Council approved a rezoning to PUD, PUD General Plan, and Preliminary Plat for <br />Waters Edge North on December 16, 2002. The City Planner explained that since then The Army <br />Corps of Engineers reviewed the site and found that the site contains 46.31 acres of wetlands, not <br />26.5 acres as originally shown. Based on the revised wetlands, the original PUD approved by the <br />City would have resulted in 13 acres of wetland impact. The applicant had revised the plan to <br />reduce the wetland impact to 3.12 acres. In order to accommodate the changes, the applicant <br />revised the street alignment, unit types and number of homes. The planned school site and <br />neighborhood design concept remained unchanged. The City Planner said they were working <br />with land owners to receive temporary access from the south and there was to be no construction <br />access from the Creekview Preserve Development. <br />Chairman Schumann opened the public hearing, <br />John Udstuen, 15190 Everton Avenue North, was concerned about the transition from agricultural <br />properties to six and eight unit buildings and the lack of buffering between them. Udstuen said he <br />felt he may lose money on his land. <br />Arnie Triemert, 15220 Everton Avenue North, said he thought there was to be a greenway <br />corridor and transitional land between multi -family and the open space. He said there was no <br />room to turn around on Everton Avenue and the road was not capable of handling all the traffic. <br />The City Planner said the City would require any access to be upgraded. <br />Michael Happ, owner of vacant property on Everton Avenue North, said the road was meant to be <br />a cartway and not for construction traffic. Happ said he felt the plan was very different from what <br />was presented in the past. <br />
