MINUTES <br />HUGO PLANNING COMMISSION <br />DECEMBER 11, 2003 <br />(Fall to Order <br />Chairperson Schumann called the meeting to order at 7:04 p.m. <br />PRESENT: Kleissler, Malaski, McRoberts, Rosenquist, Schumann <br />(Bailly arrived after roll call) <br />ABSENT: None <br />ALSO PRESENT: John Rask, Community Development Director <br />Kendra Lindahl, City Planner <br />Michele Lindau, Planning Commission Secretary <br />Minutes of November 13, 2003 <br />Malaski made motion, Kleissler seconded, to approve of the minutes of November 13, 2003 as <br />submitted. <br />All Ayes. Motion carried. <br />Masterpiece Homes PUD — Public Hearing Continued <br />The Commission continued the public hearing on Masterpiece Homes for a PUD, PUD general <br />plan and preliminary plat for 38 twinhomes on 12.3 acres located east of Highway 61 and north of <br />125th Street N. The plat is to be known as Northern Pines. The application was considered and <br />tabled on October 23 and November 13 to allow the applicant time to address wetland and street <br />issues. <br />Gordy Howe, Developer, explained that they would be targeting the 55 years and older market. <br />Howe showed two separate floor plans; a 1,652 square foot rambler, and a 1,856 square foot one <br />and a half story. <br />Howe also explained the two options for the road going north from 125th Street through the <br />development. Howe explained that they could connect to TH61 at the north end of the site, or <br />access could be eliminated by providing a cul-de-sac. Howe said MN DOT approved an access <br />that would include turning lanes that would be subject to their regulations. <br />The Commission discussed the possibility of the property to the east being developed and the need <br />
