stormwater for irrigation. Hugo's policies favor a regional approach to preserve <br />and replenish underground drinking water supplies. This regional approach <br />substitutes surface water for groundwater wherever possible and seeks to <br />replenish groundwater supplies by active regional management of existing <br />appropriations and by consideration of an aquifer recharge and storage program. <br />5.2. Volume Management <br />5.2.1. Goal <br />Hugo will reduce its annual discharge of runoff volume by infiltrating and <br />reusing stormwater runoff. <br />5.2.2. Policies <br />1. Any development or redevelopment within the City of Hugo will give first <br />preference to stormwater reuse as a means to maintain existing runoff <br />volume discharge. <br />2. Reuse projects should function to reduce or eliminate the use of City <br />potable water for irrigation. <br />3. Development and redevelopment projects shall reestablish turf according <br />to Hugo's turf establishment design guidance: providing sufficient topsoil <br />and organic matter to sustain turf without excessive irrigation (whether <br />using potable water, reclaimed water). <br />4. Hugo develops Comprehensive Stormwater Management Plans as an <br />alternative to individual permits for development within defined areas. <br />These plans allow for trading in infiltration and water quality credits. <br />5.3. Water Quality <br />5.3.1. Goal <br />Maintain or improve the quality of water in lakes, streams, and wetlands within or <br />immediately downstream of the City of Hugo. <br />5.3.2. Policies <br />1. Hugo's primary means of protecting water quality is to reduce and reuse <br />stormwater runoff. <br />2. Hugo's water quality program seeks to replenish wetlands and lakes with <br />clean water and maintain base flow in streams by letting runoff absorb <br />into the ground. <br />3. Hugo requires that stormwater infiltration and resuse facilities include <br />sufficient water quality pretreatment to preserve the function of these <br />facilities. <br />4.
