Request for a conditional use permit <br />to allow double the amount of allowed animal units on property located at <br />17260 Ingersoll Ave N. <br />DATE: November 26, 2014 for the Planning Commission Meeting of December 4, <br />2014 <br />ZONING: Agricultural (AG) <br />REVIEW DEADLINE: February 12, 2014 (including 60 -day extension) <br />1. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a conditional use permit (CUP) to allow double the <br />amount of animal units allowed on property. The number of animal units allowed on the property <br />is determined by lots size. The applicant is requesting to have 14 horses on the property, where 7 <br />is allowed by ordinance. The ordinance allows double the amount of animal units, with a CUP <br />and an approved facilities and waste management plan. <br />There have been questions on whether the property is 10 acres. After doing historical research on <br />the property and talking with the City Attorney, staff is considering the property 10 acres. It is in <br />staff s opinion that this is a valid application. <br />2. BACKGROUND: <br />In May, the City received a complaint for the property with concerns on the management of the <br />animal waste, drainage from the paddocks onto neighboring properties, and the excessive <br />number of horses. Staff inspected the property and found there was a violation. The applicant <br />had manure piles within the paddocks that had not been removed or spread for several years.
