MINUTES <br />HUGO PLANNING COMMISSION <br />JANUARY 23, 2002 <br />Call to Order <br />Chairperson Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Kleissler, Malaski, McRoberts, Rooney, Rosenquist, Schumann <br />ABSENT: Peltier <br />ALSO PRESENT: John Rask, Community Development Director <br />Minutes for Planning Commission Meeting December 19, 2001 <br />Malaski made motion, Rooney seconded, to approve the Planning Commission meeting minutes <br />for December 19, 2001 as submitted. <br />All Ayes. Motion carried. <br />Alternative Stormwater Management Presentation by Jay Michaels <br />Jay Michaels with NEMO was present. Michaels is a coordinator for metropolitan municipal <br />official non -point source pollution training program in the metro, funded through grant programs. <br />He explained that there are five pilot programs they are working on, and one was with the Rice <br />Creek Watershed District. Michaels gave his presentation on alternative stormwater techniques. <br />Buffer Yards <br />Planning Commission members were in agreement that there was much diversity in the attitudes <br />of those who lived in the agricultural and rural residential zoning districts in regard to <br />development. While many property owners wish to remain on large tracts of land, others consider <br />the prospect of developing their property. Members of the Commission agreed that the term <br />"rural' is very obscure but felt the City should have tighter standards regarding development in <br />the rural area. The commission directed staff to amend the draft ordinance to include buffer <br />requirements between different intensities of zoning districts. <br />2001 Annual Report & 2002 Work Program <br />The Planning Commission and City Council held a joint meeting on December 1, 2001 to discuss <br />Planning Commission roles and responsibility. One of the recommendations that came out of the <br />meeting was for the Commission to prepare annual goals. Community Development Director <br />John Rask presented the City of Hugo Planning Commission 2001 Annual Report prepared by <br />staff. This was the first time an annual report was produced, which summarizes the work of the <br />
