Planning Commission Meeting February 28, 2002- page 4 <br />Fhe Planning Commission took a five-minute break. <br />Oneka Ponds Sketch Plan <br />Fegowi Development, Inc. appeared before the Planning Commission to solicit informal comments on a sketch plan <br />for a proposed single-family housing development that would include 79 single-family lots on a 41.3 -acre parcel <br />located north of the Sweet Grass Meadows development (north of Oneka Lake Boulevard, east of Highway 61, and <br />west of Oneka Lake). <br />The Planning Commission was asked to review and discuss the sketch plan and provided Fegowi Development <br />with informal comments. <br />The Commission felt that the development would be impacted by the industrial park adjacent to the northwest <br />corner of the development. There were also concerns regarding the increase in traffic on 147`" and Oneka Lake <br />Boulevard, available parkland, and impacts on Oneka Lake. The Commission expressed a strong desire for the <br />applicant to work with developers to the north of the subject property to develop a regional plan for the area. <br />Zoning Ordinance Update <br />The City Council had adopted the revised Hugo Zoning Ordinance, Chapter 320, Comprehensive Land Use <br />Regulations, on February 4, 2002. It was decided by the Council to remove the portion of the draft ordinance <br />regarding buffer yards and the revised portion regarding home occupations. The Council felt these items needed <br />'urther discussion and revision. The Planning Commission directed staff to schedule a public hearing on buffer <br />yards and home occupations. <br />McRoberts wanted the record to show that in previous discussions regarding buffering, he intended his <br />comments to focus on land use as opposed to zoning districts. McRoberts said he felt buffering should be <br />address between different types of land uses such as agriculture, residential service, and commercial/industrial, <br />not between different types of residential zoning districts. Members of the Commission agreed that land use did <br />not always comply with the zoning district. <br />The Commission had received a copy of a letter submitted by Ann Thompson, 13755 Elmcrest Avenue North, <br />requesting to conduct a small production business producing screen printed textiles for sportswear. The <br />Thompsons wish to run the business from a pole building on their property. The current ordinance does not <br />allow a home base business to be conducted from an accessory structure. <br />Revisions to the land use ordinance being considered include the separation of actual home occupations from <br />home-based business. Home based businesses could be treated as an interim use that would allow the issuance <br />of a permit for the temporary use of a property until a particular date, occurrence of a particular event, or until <br />zoning regulations no longer permit it. <br />John Rask indicated that Mayor Miron offered to attend the next meeting of the Planning Commission to <br />discuss these issues with the Commission as well as the goals of the City Council. <br />
