Planning Commission Meeting March 28, 2002 - page 2 <br />Planning Commission members were concerned about constructing a driveway or trail over the <br />pipeline easement, as well as limited parking for guests. <br />Developer Steve Ach said there would be no problem with building over the gas line and felt the <br />parking on the street should accommodate guests. Ach also stated he was requesting the variance <br />to allow 10 -unit buildings because, according to ordinance, apartment buildings are a permitted <br />use on the property and would allow greater density. <br />There were no other comments and Schumann closed the public hearing. <br />Rooney asked why the City would want to acquire Outlot A, and the Community Development <br />Director explained that it was adjacent to an 80 acre -parcel owned by the City and the Parks <br />Commission had expressed interest in it for a City Park. <br />McRoberts said the property could be brought to reasonable use with smaller buildings. <br />Rosenquist questioned the reason for narrowing the street within the development to 28 feet <br />because he felt off street parking was necessary. Rosenquest also said there should be a driveway <br />off Fenway Boulevard to allow another access to the north building. <br />Schumann said he felt the landscaping was adequate. <br />Kleissler asked about the size and location of the open space. <br />Malaski said she was not impressed with the north building (#9) and felt the property would be a <br />nice entryway into the City owned 80 acres to the west and should they be allowed to construct it, <br />there should be some way to tie it into the other development. She also said she was not in favor <br />of traffic over the bituminous bike trail and parking within the development should be addressed. <br />McRoberts said he was not impressed with the north building being located away from the other <br />buildings in the development. He said open space was unusable and inaccessible, and that street <br />standard widths and unit limits should be adhered to. <br />Ach said they could provide more parking if needed but they wanted to limit impervious surface. <br />Rooney said he felt there was no hardship case made on behalf of the variances or direct access to <br />Fenway Boulevard, and that streets should be uniform in width. <br />Rooney made motion, McRoberts seconded, to recommend approval of the resolution for the site <br />plan and variance for Centex Homes with the following changes: reducing the number of <br />approved townhomes to 112, eliminating the driveway off Fenway Boulevard to the north lot, <br />require construction of all public streets to be 30 feet wide, and a requirement to provide a proof <br />of parking plan. <br />Aye: Kleissler, McRoberts, Rooney, Schumann <br />Nay: Malaski, Peliter, Rosenquist <br />Motion carried. <br />
