MINUTES <br />HUGO PLANNING COMMISSION <br />MAY 23, 2001 <br />Call to Order <br />Chairperson Schumann called the meeting to order at 7:30 p.m. <br />PRESENT: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist, Schumann <br />ALSO PRESENT: John Rask, Community Development Director <br />Michele Lindau, Secretary, <br />Minutes for April 25, 2001 <br />Peltier made motion, Malaski seconded, to approve the minutes for April 25, 2001 as amended. <br />All Ayes. Motion carried. <br />Minutes for May 10, 2001 <br />Rooney made motion, Malaski seconded, to approve the minutes for May 10, 2001 as submitted. <br />Comp Plan Amendment/MUSA Adiustment (Bramstedt Trust) <br />The Planning Commission held a public hearing to consider the request of Gor-Em LLC, 1875 Commercial <br />Boulevard, Andover, MN, for a Comprehensive Plan Amendment to include approximately 59 acres in the <br />Metropolitan Urban Service Area (MUSA). The property is located east of Goodview and south of 145`" Street <br />(Bramstedt Property) and is approximately 165 acres. The applicant would like 59 acres in the MUSA with 106 <br />acres remaining wetland. The property is within the City of Hugo's "Urban Reserve" area, which is a transition <br />area intended for future urban type development pending the availability of municipal services such as sewer <br />and water. <br />Mike Gair, Site & Planning Consultant, and Mike Quigley from McCombs Frank Roos Associates, Inc., <br />presented a prototype wildlife corridor planned residential development. Gair gave reasons the City should <br />include this area in the MUSA stressing its proximity to existing urban development and its potential for <br />development since it was in the Urban Reserve area. <br />Schumann opened the public hearing. <br />Bob Rogers, 14491 Glenbrook Avenue North, said the water pressure in the development was below desirable, <br />the Highway 61 and 147`h Street intersection was already very busy, and Goodview Avenue was in very poor <br />condition. <br />Floreen Meyer, 6358 145`h Street North, said she has property that adjoins the Bramsted's parcel and she feels it <br />
