MINUTES FOR THE HUGO PLANNING COMMISSION MEETING <br />April 26, 2000 <br />The meeting was called to order by Planning Commission Chairperson Puleo 7:05 p.m. <br />Oath of Office <br />The City Council had adopted Ordinance No. 2000-339 on March 20, 2000, establishing alternate members <br />of the City of Hugo Planning Commission. David Buller and Patrick Rooney, who were chosen by the City <br />Council to serve as alternate members, read the Oath of Office. <br />Roll Call <br />PRESENT: Buller, Kellison, McRoberts, Malaski, Peltier, Puleo, Rooney <br />City Administrator, Mike Ericson <br />Deputy Clerk, Michele Lindau <br />City Planer, Jeff Lutz <br />ABSENT: Kleissler, Schumann <br />Minutes of March 22, 2000 <br />Kellison made motion, Peltier seconded, to approve the minutes of March 22, 2000, as amended. <br />AYES: Kellison, McRoberts, Malaski, Peltier, Puleo <br />ABSTAIN: Buller, Rooney <br />All AYES. Motion carried. <br />Livable Communities Act <br />Guy Peterson from the Metropolitan Council made a presentation on the Metropolitan Livable <br />Communities Act, explaining the necessity of affordable and life cycle housing developments, as well as <br />the benefits to the cities that participate in this act. To be eligible for funding, communities must elect to <br />participate in the Metropolitan Livable Communities Act Housing Incentive Program by November 15, <br />2000, for the year 2001, and plans must be submitted to the Metropolitan Council by June 30, 2001, <br />indicating the actions it will take to carry out set goals. <br />2020 Urban Development Boundary Adiustment <br />The Planning Commission held a public hearing at their March meeting to consider an amendment to the <br />Comprehensive Plan for an adjustment of the 2020 Urban Development Boundary, at which time the <br />Commission tabled action. At the City Council Meeting of April 17, 2000, the Council directed the <br />Planning Commission to defer discussion of the 2020 Urban Development Line until further notice. <br />The Planning Commission considered a memo from Council Member Barnes providing background <br />information on the properties involved. Puleo stated the boundary change request was not initiated by any <br />member of the Planning Commission but was placed on the Planning Commission Agenda by the previous <br />City Administrator as a result of issues raised while preparing the land use plan. <br />
