Hugo Planning Commission Meeting June 28, 2000 — Page 3 <br />Site Plan Approval (Protective Coatings Technology, Inc.) <br />Planning Commission member Kellison stepped down from the Planning Commission, and <br />alternate member Buller stepped in. Kellison, who is part owner of Protective Technology, Inc., <br />and the general contractor for building the project, presented his plan to the Council. He intends <br />to construct a 30,000 square foot building on the 4.2 -acre parcel of land in the City's Bald Eagle <br />Industrial Park. Mr. Kellison has initiated, and the Hugo City Council had approved, the <br />preliminary negotiation work to purchase the land from the City. <br />Kellison explained that Protective Coatings Technology was involved in waterproofing materials <br />for water tanks and basement walls, and they would be occupying approximately half of the <br />building, and the remainder would be divided into bays for lease. Kellison stated they were in <br />compliance with all city ordinances, and state and federal requirements. <br />Due to time constraints, the City Planner was unable to prepare a complete review on this project <br />and, therefore, stated he was uncomfortable with giving approval of the project. <br />Kellison said they planned on closing on the property the first week in July and begin <br />construction on July 10. He intended his request go to the City Council their first meeting in <br />July, and felt he met the time deadlines for this Planning Commission meeting. <br />Kleissler and Rooney felt it would be premature to recommend approval at this time, and <br />Malaski recalled times in the past, when there were extenuating circumstances, approval was <br />given prior to a formal review. Peltier, who has been on the Planning Commission for several <br />years, stated that it wasn't until recently that plans were reviewed by anyone other than the <br />Planning Commission and City Council. <br />McRoberts made motion, Peltier seconded, to recommend approval of the site plan for Protective <br />Coatings Technology, Inc., subject to implementation of all recommendations coming from staff <br />following a thorough review of the project. <br />AYES: McRoberts, Malaski, Peltier, Schumann <br />NAY: Kleissler, Rooney <br />ABSTAIN: Buller <br />Schumann made motion, Peltier seconded, to adjourn at 11:05 p.m. <br />All AYES.
