Planning Commission Meeting September 27, 2000- page 2 <br />✓IcRoberts made motion, Rooney seconded, to amend the motion to state the measurement is to be made at the <br />edge of the Right of Way. <br />Vote on amendment: <br />All AYES. Motion carried. <br />Vote on motion as amended: <br />AYES: Malaski, McRoberts, Schumann, Puleo <br />NAY: Kleissler, Peltier, Rooney <br />Motion passed. <br />Conditional Use Permit (Ramberg) <br />The Planning Commission held a public hearing to consider the request of Dan Ramberg, 5676 170th Street N, <br />for a Conditional Use Permit for horse training and boarding facilities on their property. The operation and <br />facilities provide boarding space for 125 horses. The Rambergs currently have a conditional use permit for a <br />rodeo and tack shop but not for the horse training and boarding facility because there was question as to whether <br />it was a principal or accessory use of the property. At the July 2e meeting of the Planning Commission, the <br />Commission determined that a Conditional Use Permit was not necessary unless there was a change in the <br />operation. On August 28, 2000, Mr. Ramberg submitted this application, indicating he wanted a Conditional <br />Use Permit for the horse training and boarding facility. <br />Puleo opened the public hearing. <br />Sob LaCasse, 6010 170h St. N., made reference to the Conditional Use Permit for rodeos. He was concerned <br />about the noise from the sound system. Mr. Ramberg stated he would be constructing a new system. <br />As there were no other comments, Puleo closed the public hearing. <br />The Planning Commission reviewed the draft Conditional Use Permit as prepared by the Community <br />Development Director and discussed the hours of operation, permitted activities on the site, sound, and lighting. <br />The Planning Commission requested changes to the draft Conditional Use Permit for 5676 170' St. N. with <br />changes to condition #4 from "kept' to "boarding", adding a list of permitted activities, adding a condition <br />requiring the number of horses boarded be reviewed at time of sale of the property, and a conditions regulating <br />hours and operation of lights and sound equipment. <br />Schumann made motion, Peltier seconded, to recommend approval of the resolution for the Conditional Use <br />Permit for 5676 1701h as amended. <br />All Ayes. Motion carried. <br />Special Meeting Victor Gardens <br />The Community Development suggested the Planning Commission schedule a special meeting on November 8, <br />2000 to review the Planned Unit Development Concept Plan for Victor Gardens. <br />
