Inform Lessard Nyren of any insurance liability. <br />All aye, motion passed. <br />Motion made by Kellison, seconded by Schumann to rescind the motion to table the request of Bill Barrett <br />for Site Plan Approval. <br />All aye, motion passed. <br />The discussion continued with Dr. Barrett present. Dr. Barrett stated that his RCWD permit was valid <br />until October of 1997. <br />The site plan submitted provides 36 parking spaces (31 required); eliminates T.H. 61 access, provides <br />driveway access 120 feet east on 147th St.; and provides landscaping and screening features. <br />Questions were raised regarding encroachment of the highway right-of-way to the west and north on <br />147th Street by the parking lot and proposed clock tower. <br />Motion made by Kellison, seconded by Peltier to table this request until the following information is <br />provided: <br />1. City fire chief has reviewed the plan. <br />2. Where the existing transformer and dumpster will be located. <br />3. Verify property lines. <br />4. The right of way for 147th Street is determined. <br />All aye, motion passed. <br />DOWNTOWN REDEVELOPMENT PRESENTATION - HOISINGTON KQEGLER <br />Fred Hoisington made a presentation to the Planning Commission and City Council on his firms' <br />recommendations on the redevelopment of the City's downtown area. He briefly reviewed the issues <br />which were studied in the planning process and then made the following general recommendations. <br />1. The City establish an economic development authority with HRA Powers to administer the <br />redevelopment of the downtown area. <br />2. City increase the permitted land use density in the shoreland district of Egg Lake from 25% to 75%. <br />3. A design overlay district be created by ordinance for the downtown area based on the forms of the <br />existing feed mill. <br />4. City establish regional stormwater ponding for the downtown area. <br />5. City establish a TIF district to assist in paying for public improvements and land assembly. <br />6. City obtain legislative authority to establish a special service district for the downtown area for the <br />construction and maintenance of parking facilities. <br />7. The City investigate obtaining a Livable Communities Grant from the Metropolitan Council to assist <br />in the redevelopment efforts. <br />8. The majority of the public parking downtown be publicly owned and shared between businesses. <br />9. The City should study the entrance to the community along County Rd. 8 to prepare a development <br />plan for the property. <br />10. Trunk Highway 61 be expanded to four lanes and improved to include trees, a center island and <br />public amenities along the sidewalk on both sides of the roadway. <br />
