MINUTES FOR THE PLANNING COMMISSION MEETING OF AUG 27,1997 <br />The meeting was called to order by Chairperson Theodora Peltier at 7:20PM. <br />PRESENT: Waller, Harrison, Schumann, Masaski, Rubenzer, Peltier <br />City Administrator, Robert Museus <br />ABSENT: Jim Kellison <br />Schumann made motion, Harrison seconded, to approve the minutes for the PC meeting <br />of July 23, 1997, as submitted. <br />All aye. Motion Carried. <br />Mr. Charles F. Melcher of Ulteig Engineers approached the PC regarding the park <br />requirements for the proposed Beaver Lake subdivision to be located in the southeast <br />quadrant of TH61 and 130th Street. Mr. Melcher provided the PC with seven options he <br />had developed to provide the City from .87 acres to 2.45 acres of parkland. In addition, <br />the developer has offered to construct improvements in the park area to make up for the <br />difference between the park acreage proposed and that required by ordinance. The City <br />Administrator reminded the PC that City ordinance calls for 7% of the gross area in the <br />development to be set aside for public parks, recreational, and open space use. The PC <br />discussed the offer made by the developer, as well as the sketch plan prepared by the <br />City's planning firm, Sanders Wacker Bergly. In order to give the developer's proposal <br />serious consideration, and to also consider City needs, the following motion was made: <br />Harrison made motion, Peltier seconded, to appoint Alice Waller, Sandy Malaski, and <br />Dave Schumann, as well as one representative from the Parks Committee, to a task force <br />to review and make a recommendation to the PC on the need for parkland in the <br />development, as well as what improvements, either public or private, are to be made in <br />the park. <br />All aye. Motion Carried. <br />A reresentative of the project's developer requested that this issue be placed on the PC <br />agenda for September 24, 1997. <br />The City Administrator briefly discussed decisions that will need to be made by the PC <br />regarding revision to the City's zoning ordinance; specifically: <br />I. How the PC would like the ordinance organized. <br />2. If an additional land -use district and related zoning classifications should be created <br />for implementation of the Downtown Redevelopment Plan. This would be necessary <br />as the Plan envisions a "new urban" development patter, which would not be <br />permitted under the City's existing ordinance. <br />
