Minutes for the Planning Commission April 28, 1999 - Page 2 <br />Kellison asked it there would be off street parking, and Peterson explained that townhomes require 1 1/2 to 2 parking spaces per <br />unit, and his plan would provide four spaces per unit. <br />Kellison felt that not having a cul-de-sac would be an inconvenience to postal service, moving vans and other vehicles wishing to <br />turn around, as well as the fire trucks, and felt a hammerhead turnaround would be an option. Mr. Peterson stated he would like to <br />work with the City Engineer to devise a system in place of the cul-de-sac. <br />Kellison questioned the plowing of streets and driveways, and the maintenance of the lawns. Peterson stated a homeowners <br />association would provide such labor, and the cost would be divided equally among all residents in the development. <br />Kellison asked if an agreement was ever made involving all the affected property owners in the area regarding the roads. It was <br />noted that Mr. Hauble had given no indication as to what he would like to do with his property. It was felt that all roads were <br />making logical connections so far, and Mr. Hauble would have to plan accordingly. <br />Mr. Hauble was present and stated he was not in agreement with the situation as is, but provided no alternative. <br />Kellison made motion, seconded by Kleissler, to recommend approval of Beaver Ponds 4th Addition subject to the Findings of Fact <br />and Recommendation, adding a provision for an adequate turnaround to be constructed at the end of the private drive. <br />AYES: Kellison, Kleissler, Peterson, Schumann, Puleo <br />NAY: Peltier <br />Motion carried. <br />Special Use Permit (North Country Auto Bodv) Public Hearin <br />The Planning Commission conducted a public hearing to consider the request of Galen J. Carlson and Rich Ober doing business as <br />North Country Auto Body, 5451 140th Street N., for a special use permit for exterior storage of automobiles. The property is located <br />in the SW comer of 140th St. and TH61. The property had been rezoned to Concentrated Business, which made the autobody shop a <br />non -conforming use. <br />Galen Calson was present, and stated he wanted to continue to use his property as an automobile body shop. <br />Puleo opened the meeting for public comment. <br />Rick Rau, 14155 Ferrara, stated he was the homeowner north of North Country Auto Body, and wanted to see the business continue <br />to operate in the manner it is now. He felt is was a nice building and the property was kept clean. <br />The Planning Commission discussed the setbacks for fences, and Kellison stated he would rather see the fence constructed on the <br />property line, since the remaining five feet behind the fence may be left unmaintained. <br />Kellison made motion, Puleo seconded, to recommend approval of the special use permit to North Country Auto Body for a non- <br />conforming use and exterior storage, permitting him to construct the fence to the property line. <br />All AYES. Motion carried. <br />Eagle View Meadows Senior Housing PUD Public Hearin <br />The Planning Commission conducted a public hearing to consider the request of Burdette Berntson, 12686 Ethan Avenue, Spencer <br />and Linda Arndt, 14134 Fenway Ave. N., and Landholding Group, Inc., 4704 Highway 61, White Bear Lake, for a Planned Unit <br />Development of 76 rental townhomes for senior citizens to be located on the ten acres owned by Bumston and the Arndt's at the <br />above addresses. The property is generally located along the west side of Fenway Avenue, north of 140th Street, and lies within the <br />single family unit zoning district of the City. <br />Paul Kelleher, Land Holding Group, Inc., presented the project to the Planning Commission, and said he had met with the <br />Washington County HRA Director who felt more senior housing, with independent living conditions, was needed within <br />Washington County. Kelleher stated they had built similar housing in other areas, and they maintain a waiting list for those homes. <br />
