MINUTES FOR THE PLANNING COMMISSION MEETING OF 5-26-99 The meeting was called to order by Planning Commission Chairperson Puleo at 7:04 PM. PRESENT: Kellison, Kleissler, Malaski, Peterson, Puleo Peltier and Schumann arrived after roll call was taken. City Administrator, Robert Museus Deputy Clerk, Michele Lindau Minutes of April 28, 1999 Kleissler made motion, Malaski seconded, to approve the Planning Commission minutes for the meeting of April 28, 1999, as amended. AYES: Kellison, Kleissler, Peltier, Peterson, Schumann, Puleo ABSTAIN: Malaski Motion carried. Site Plan Approval (Sotello Body & Paint) Site Plan approval for Sotello Body & Paint, 5100 130th St., was first considered by the Planning Commission at their regular meeting of February 24, 1999, at which time the application was tabled in order to allow the applicant time to provide additional information. Mr. McGoldrick had since provided the City a new parking plan prepared by Humphrey Engineering of Woodville, WI, which had been approved by the City Engineer. Locations of two signs were identified on the plan, though no sign descriptions had been provided. McGoldrick had previously stated his intent to landscape the front with low growing bushes; however, no plan had been provide. Mr. McGoldrick was not present at the meeting. In a memo dated May 24, 1999, Sotello Body and Paint withdrew their application for site plan approval for a body shop on the site, but Mr. McGoldrick wished to continue for approval of the construction of the parking lot. Kellison made motion, Malaski seconded, to recommend denial of the site plan approval for Mr. McGoldrick due to lack of information provided.. Ayes: Kleissler, Malaski, Kellison Nays: Peltier, Peterson, Puleo Abstained: Schumann Motion failed. Schumann made motion, Peltier seconded, to recommend approval of the site plan provided Mr. McGoldrick addressed drainage issues and provided a parking and landscape plan to the City Council at their next scheduled meeting. Ayes: Puleo, Peterson, Peltier, Schumann Nays: Malaski, Kellison Abstain: Kleissler Motion carried. Eagle View Meadows Senior Housing PUD This matter was considered at the Planning Commission meeting of April 24, 1999, at which time it was tabled to allow the developer to provide more detailed utility plans and resolve an issue regarding storm water runoff from the site. Paul Kelliher, Project Manager, was present to answer questions from the Planning Commission. One issue of concern was the drainage from the site. Kelliher stated the runoff would be equal to or less than the present runoff, and much of the site would be sloped to the roadway with catchbasins draining into the ponds. Puleo was concerned about the runoff from behind the townhomes, which would be draining onto the sod fields.
