Minutes for the Planning Commission August 25, 1999 - Page 2 <br />Puleo made motion, Peltier seconded, to recommend approval of Bald Eagle Industrial Park, 3rd <br />Addition, subject to a wetland mitigation plan being provided for this plat and approved by the <br />Rice Creek Watershed District. <br />Ayes: Kleissler, Malaski, Peltier, Peterson, Puleo <br />Abstain: Kellison <br />Motion carried. <br />Site Plan (Nor -Lakes) <br />The Planning Commission considered the request of Nor -Lakes Services Midwest, Inc., 606 <br />Vandalia Street, St. Paul, MN, for site plan approval to construct a 73,699 square foot <br />office/manufacturing facility on 5.99 acres described as Lot 3, Block 1, of Bald Eagle Industrial <br />Park, Third Addition. <br />The Board of Zoning Adjustment previously recommend approval of three variances: first, to <br />allow the proposed building to be setback 12 feet instead of the required 30 feet; second, to allow <br />the driveway to abut the rear property line; and third, to reduce the number of parking spaces to <br />34 from the required 78. <br />Pete Vanasse, Kellison Companies, discussed comments made in the City Planner's review of <br />the site plan. Vanasse agreed that the number of trees, based on the square feet of the building, <br />was excessive, and stated he would plant according to the perimeter calculation. Vanasse also <br />stated he would alter the size of the sign to conform with the sign ordinance. <br />Malaski made motion, Peltier seconded, to recommend approval of the Site Plan for Nor -Lakes <br />Services Midwest, Inc., on Lot 3, Block 1, Bald Eagle Industrial Park, 3rd Addition, for a 73,699 <br />square foot office/manufacturing building, with the following condition: <br />1. As determined necessary, parapets will be placed to screen rooftop equipment from ground <br />and street views. <br />2. All trash handling materials and loading areas shall be fenced with materials consistent with <br />the exterior facing materials of the principal building. <br />3. A revised landscaping plan, utilizing the perimeter calculations, be submitted and approved <br />by the City, identifying adequate screening around the perimeter of the site and building. <br />4. Exterior lighting shall be directed on the site and away from adjacent properties and <br />roadways. <br />5. Within 30 days of the start of facility operations, a permit shall be submitted to the MPCA <br />for approval as required. <br />6. Grading and utility plans be reviewed and approved by the City Engineer. <br />7.
