Minutes - January 24, 1996 <br />Page 2 <br />SUBDIVISION REQUESj,T,ggUBgjgBZHggREN <br />A public hearing has been scheduled to consider the request of Mr. Richard <br />Schreier, 95 South Owasso, St. Paul, to subdivide approximately 97 acres <br />of agriculturally zoned property into 9 lots. All lots meet or exceed the <br />ten acre minimum of this district. Percolation tests have been performed <br />on all lots proposed, though the City has not yet received permits fol- <br />them <br />orthem from Washington County. Wetland delineations have been performed on <br />the property and are shown on the proposed plat but no permit has been <br />P.C. Minutes - January 24, 1996 <br />Page 2 <br />received from the Rice Creek Watershed District. A portion of the <br />proposed plat lies within the lakeshore district of Lake Plaisted. Street <br />access to lots would be off existing roads, 140th St. and County Rd. 57. <br />Driveway access permits will be required from Washington County for those <br />lots abutting Co. Rd. 57. In addition, 140th St. is currently blocked by <br />flood waters from Lake Plaisted. The City is currently working with May <br />Township on the flooding problems being experienced in this area which <br />will likely generate new floodplain elevations for Lake Plaisted. A <br />Special Use Permit would be required for Lot 12 of the proposed <br />subdivision for access to the site for a 1500' driveway. <br />One resident raised the question of changes to taxes and land valuation to <br />surrounding properties. Commissioner Kellison would prefer to see the <br />property developed as clustered subdivision. <br />Motion made by Kellison, seconded by Agness to recommend denial of the <br />request for subdivision by Richard Schreier as submitted because of the <br />50' wide, 1500' long driveway access to Lot 9. <br />Members voting AYE: Agness, Waller, Malaski, Kellison, Peltier <br />Members voting NAY: Schumann, Rubenzer <br />Motion passed. <br />Applicants stated they will submit an application for subdivision for <br />eioht lots on this property. <br />SUBDIVISION REQUEST - JURAN <br />Robert and Ernestine Juran, 9988 122nd St. North have requested to <br />subdivide 36.9 acres of aoricultural property into three parcels. The <br />property is located in the northwest quadrant of the intersection of 122nd <br />St. North and Keller Ave. North. All parcels as proposed would exceed the <br />ten acre minimum lot size set for the agricultural district. Street <br />access for all parcels come from the existing roads: 122nd St. and Co. <br />Rd. 57. The City has not received permits for the septic systems to be <br />located on parcels a and b, nor approval of the subdivision from the Rice <br />Creek Watershed District. Parcels a and b will require driveway permits <br />from Washington County. <br />
