P.C. Minutes - 5-22-96 <br />Page 6 <br />Dan Nadeau is requesting to build a grocery market with gas pumps on the <br />southeast corner of County Rd. 8A and Highway 61. The 1.68 acre subject <br />property is zoned retail business and guided commercial. <br />The proposed site plan includes a request for a Special Use Permit, <br />Section 320-7, and three variances. These are: A reduction of the front <br />yard setback from 40 ft. to 15 ft. for a gas station canopy; a reduction <br />of the front yard parking setback from 10 ft. to 0 ft.; a reduction of the <br />minimum parking space size from 10' X 20' to 9' X 18'. <br />Mr. Ankenny, the architect for the project presented the plan for the <br />building and landscaping. This includes one way access from Highway 61 <br />and two way access on Co. Rd. 8A. The building would be approximately <br />9,000 sq. ft., with an isolated area for receiving animals, three gas <br />pumps, and 52 parking spaces. A variance for the canopy over the pumps <br />would be required and possibly for the size of parking spaces. The <br />architect is working with Washington County and MNDOT on the accesses. <br />There is a "76" sign proposed on the southwest corner of the property. <br />Most commissioners felt it would be an asset to the community. Tim Agness <br />would like to see additional screening in the rear of the property. <br />Motion made by Rubenzer, seconded by Agness to recommend approval of the <br />Site Plan, Special Use Permit and Variance for the canopy setback subject <br />to three special conditions: <br />1. Approval from Rice Creek Watershed District. <br />2. Approval from MnDOT and Washington County Transportation in regards to <br />access and proposed variance criteria. <br />3. Approval of variances for front yard parking setback; front yard <br />setback for gas station canopy and for required parking. <br />All aye, motion passed. <br />Motion made by Agness, seconded by Kellison to direct staff to resubmit <br />the RFP for park planning with an adjusted amount to be paid for service. <br />All aye, motion passed. <br />Motion made by Peltier, seconded by Schumann to adjourn at 11:25PM. <br />All aye, motion passed. <br />Carole LaBelle, Secretary <br />Hugo Planning Commission <br />
