Lessard/Nyren Utilities, 17385 Forest Blvd., is requesting site plan <br />approval for an addition to the existing office/shop building. The 20' X <br />40' addition (800 sq. ft.) would be used for inside storage of shop <br />materials. The 7.2 acre property is zoned and guided industrial. The <br />property has private sewer and water facilities. The "new storage" area <br />is planned to be built in conjunction with the previously approved 40' X <br />40' office and 20' X 40' concrete pad (site plan approved 3-6-95). The <br />correct address of the construction is 17415 Forest Blvd. North. <br />The applicant stated that the building was too narrow to expand to the <br />east as originally planned. <br />Motion made by Kellison, seconded by Rubenzer to recommend approval of the <br />site plan request of Lessard/Nyren Utilities, Inc. as specified above, <br />subject to the following conditions <br />1. The developer obtain necessary permits for all parking facilities. <br />2. Driveway access be obtained from MNDOT. <br />3. Approval of the site plan from RCWD. <br />All aye, motion passed. <br />Richard and Mikel Brandt, of Cee Jays Auto, Inc., 16615 Forest Blvd. have <br />requested to amend their existing SUP granted in 1973, to construct a 60' <br />X 72' (41320 sq. ft.) addition to the 7200 sq. ft. existing building. The <br />proposed use is: 2880 sq. ft. for indoor dismantling of vehicles and 1440 <br />sq. ft. for cold storage of parts and equipment. <br />A second request is to move the fence forward to the front property line <br />for 207 feet, enclosing an additional 32,085 sq. feet of exterior <br />storage. The property is seven acres in size and zoned agricultural. <br />There was no comment from the general public. <br />The applicant stated that they are waiting for notice from the State <br />regarding the replacement of the fence which has deteriorated. Applicants <br />stated that they have between 9 and 11 employees. They are proposing to <br />offset the fence to allow for plantings. <br />Motion made by Kellison, seconded by Malaski, to recommend approval of the <br />request of Cee Jays Auto, Inc. for an amended special use permit to <br />construct a 4,320 sq. ft. addition and move the wood fence 15' from the <br />east property line subject to the following conditions: <br />1. A landscaping plan for the property be included in accordance with <br />Chapter 130-8, Subd. J, of the Junk Yard Ordinance. <br />2. A statement as to the maximum number of employees working on the site <br />at any given time. <br />3. Site plan detail of customer and employee parking areas. <br />4. Approval from Rice Creek Watershed District. <br />5. Tree and shrubs be planted to provide solid screening. <br />6. Wood fence be staggered 15' from the property line. <br />All aye, motion passed. <br />
