SPECIAL USE PERMIT - GREG AND DEBI BURMEIST[ <br />Greg and Debi Burmeister, 5720 147th St. North, are requesting a Special <br />Use Permit to construct a 60' X 80' foot pole barn prior to house <br />construction. The 25 acre property is zoned and guided for agriculture. <br />Access to the property is provided from a 16.5 foot cartway (future <br />Everton Avenue North) off of 165th St. North. The cartway is posted as a <br />minimum maintenance street, affording the lot adequate frontage. <br />The applicant has stated an intent to construct a home within the next <br />year. The pole building is planned to be used for hay, storage and <br />eventually horses. Placement of the structures as shown are in compliance <br />with City regulations. <br />Wally Stoltzman stated that the site plan did not include the location of <br />the septic system and the proposed additional easement. Other residents <br />stated that the property contains piles of debris and a one year limit was <br />placed on another resident who also requested the pole structure before <br />the reisdence. <br />The applicant was informed that a building permit could be issued for the <br />home and the pole structure without a Special Use Permit if construction <br />on the home was started within six months. <br />Commissioner Kellison stated there should be a current survey with well <br />and septic locations, showing easements. <br />Motion made by Kellison, seconded by Waller to table this request until <br />the meeting of July 245 1996, when a site plan and survey showing <br />easements can be presented. <br />AYE: Schumann, Rubenzer, Malaski, Kellison, Peltier, Waller <br />ABSTAIN: Agness <br />Motion passed. <br />Chris and Elisha Mogren, are requesting to construct a 120' X 60' pole <br />building on their 25 acre property, approximately 1075 feet north of 132nd <br />St. The property is zoned Agriculture and is guided rural residential. <br />The accessory structure is proposed to be used for storage of farm <br />equipment and building materials. The applicant proposes to build a <br />residence within five years. <br />Commissioners concurred that waiting five years to construct a permanent <br />residence would create problems. The site has previously been used for <br />storage and dumping of debris. <br />Motion made by Kellison, seconded by Agness to recommend denial of the <br />request of Chris and Elisha Mogren for a SUP to construct pole structure <br />on the property specified above. <br />All aye, motion passed <br />
