MINUTES OF THE HUGO PLANNING COMMISSION MEETING - DECEMBER 19 1996 <br />The regular meeting was called to order by Chairwoman Peltier at 7:15PM. <br />PRESENT: Waller, Schumann, Kellison, Peltier <br />ABSENT: Malaski, Rubenzer <br />Motion made by Kellison, seconded by Schumann to approve the minutes of November 20, 1996 as <br />amended. <br />All aye, motion passed. <br />SUBDIVISION REOUEST - CRAIG & MINDY SMITH <br />Craig and Mindy smith are proposing to subdivide 39 acres into 6 residential lots using a cluster <br />development PUD. Mr. Smith has been before the Planning Commission with this property for concept <br />review. The revised design, discussed at the October, 1996 meeting, is divided in acreage as follows: Lot 1, <br />1.56; Lot 2, 2.22; Lot 3, 2.09; Lot 4, 3.10; Lot 5, 2.75; and Lot 6, 1.97. <br />Outlot A is a 4.15 acre parcel primarily consumed by a wetland. Outlot B is a 66 foot wide existing gravel <br />road providing access to the property to the south (The Garden). Outlot C is a 17.48 acre parcel housing a <br />communal drainfield and proposed to remain as permanent open space. <br />The property is accessed via the existing 66 foot driveway easement from 132nd St. North. The site plan <br />includes a 350 foot cul-de-sac to the west from the existing driveway easement. The plan includes paving of <br />both the cul-de-sac and 608.9 feet of Hannah Hill Court. <br />The proposal requests a 50% bonus, based on 55% of the development remaining common open space, tree <br />preservation, orientation of the development, and provision of a common septic field. These site design <br />considerations are a direct result of the City's rural character and ecological protection objectives as stated in <br />the Comprehensive Plan. <br />Mr. Warren Johnson, representing the applicants, stated the proposed subdivision has been reviewed by Rice <br />Creek Watershed, but no recommendation has been received by the City. Mr. Johnson stated that there is a <br />culvert under the existing driveway easement allowing drainage to the west. The proposed open space may <br />at some time contain a swimming pool or horse area. Mr. Johnson pointed out the proposed holding pond <br />on Lot 2 to retain additional drainage from the development. <br />Commissioner Waller expressed her concern for the additional water by the development and that the <br />holding ponds don't always serve the purpose for which they were designed. <br />Jim Bever, resident to the east, questioned whether the open space would remain that way permanently. <br />Residents supported the subdivision proposal. <br />Commissioner Kellison applauded the applicants for the excellent job in developing the property, preserving <br />open space, trees, and creating the common septic system. <br />Kellison made motion, seconded by Peltier to recommend approval of the preliminary plat of White Oak <br />Heights subject to the following conditions: <br />1. Approval by the City Engineer. <br />2. Approval by Rice Creek Watershed District. <br />3. Approval by Washington County of the septic system. <br />4. Park dedication of $500.00 per lot for the five newly created lots. <br />5. Approval by the City Attorney of the Homeowners Association agreement which shall include <br />provisions for street assessment, restrictions and responsibilities for Outlots A and C, the common <br />septic system, the private trail easement, tree preservation standards and other measures deemed <br />necessary by the City. <br />
