The meeting was called to order by Vice Chairman Agness at 7:00PM for the <br />purpose of reviewing a draft policy plan for the City's comprehensive plan <br />prepared by Ed Elliott. <br />Members Present: Agness, Schumann, Rubenzer, Kellison, Miltz-Miller <br />Absent: Peltier, Malaski <br />Others Present: Ed Elliott, Tom Loucks, Administrator Museus <br />Agness had prepared an index of the policies contained in the draft policy <br />plan as a method used to determine if the draft policy plan included all <br />of the issues needing consideration by the City. The Planning Commission <br />felt the list was complete but that the information contained in the sub <br />heading of Natural Environment in the Land Use section should be moved and <br />rearranged to become the fifth general heading of the document between <br />Urban Service District and Community Facilities. <br />The Commission then reviewed the sections relating to general Land Use, <br />Rural Service District and Urban Service District on a page by page basis <br />providing direction to Mr. Elliott for the desired changes to the <br />document. Due to the depth of discussion it will be required to resolve <br />certain issues. The Planning Commission identified certain items that <br />will require discussion in more detail. These are: <br />1. The number of planning districts the City should be divided into. <br />Currently the document calls for Urban and Rural Districts. <br />Administrator Museus had indicated that perhaps the City should be <br />divided into 3 or 4 districts to include Urban, Rural, Estate, <br />Agricultural and perhaps Urban Reserve. The Commission asked that <br />the City Administrator put his ideas in writing for consideration. <br />2. Policy 37 regarding standards for building densities in the rural <br />district requires additional thought on the amount of buildable land <br />that will be required for a residential lot. <br />3. Policies for required landscaping in residential and <br />commercial/industrial developments require policies in the plan. <br />Mr. Elliott was directed to revise the Draft Policy Plan in accordance <br />with the comments made by the Planning Commission. Another meeting is to <br />be scheduled in the near future to review the additional sections in the <br />Draft Policy Plan. <br />Kellison made motion, seconded by Schumann to adjourn the meeting at <br />10:00PM. <br />passed. <br />��ry *ominisrraror <br />� <br />
