MINUTES OF THE HUGO PLANNING COMMISSION SEP TEMBE.R.­_.'2-7. 1995 <br />The regular meeting was called to order at 7:05 by Chairman Peltier. <br />PRESENT: Miltz-Miller, Agness, Schumann, Malaski' Kellison, <br />Peltier, Administrator Museus, Ed Elliott <br />ABSENT: Rubenzer <br />Motion made by Schumann, seconded by Kellison to approve the minutes of <br />August 23, 1995 as amended. <br />All aye, motion carried <br />Motion made by Schumann, seconded by Agness to recommend approval of the <br />minutes of August 28, 1995 as they pertain to the Planning Commission. <br />All aye, motion carried. <br />Mayor Miron thanked the Planning Commissioners for attending the meeting <br />of August 28, 1995. <br />KENCO CONSTRUCTION/PUD <br />Kenco Construction, Inc. has requested a subdivision for a Planned Unit <br />Development, Rice Lake Meadows 4th Addition. The property is 8.5 acres in <br />size and five single family dwellings are proposed. Adjacent property is <br />zoned RRI on the south and west, SFU on the north and east. The proposed <br />PUD is on the east side of Egg Lake. The development will be served by <br />municipal water and sewer. <br />Jim Merila and Kent Roessler, representing Kenco Construction were in <br />attendance. Mr. Merila stated that the houses would be located on that <br />portion of the property which is included in the MUSA. The proposed homes <br />are an average distance of 500 feet from the shoreline of Egg Lake. <br />Aquatic Equal Solution was hired by Merila to provide the wetland <br />delineation for the proposed subdivision. <br />The public hearing was called to order. Numerous residents expessed their <br />dissatisfaction with their Kenco homes, stating that Mr. Roessler should <br />satisfy his existing customers before constructing additional homes. Mr. <br />Roessler stated he would buy back any residence at construction cost which <br />people are unhappy with. One resident stated that hazardous waste was <br />buried in the area of Rice Lake Meadows Subdivision. Cary Weisner <br />requested that Kenco narrow his driveway so it doesn't look like the <br />roadway. Mr. Roessler agreed to reconstruct the driveway entrance to make <br />it appear more like a private driveway. <br />Administrator Museus stated that reports from the city engineer, DNR, and <br />Rice Creek Watershed District have not been received. <br />Planning Commissioners requested that the following issues be addressed by <br />the city engineer, DNR, and/or Rice Creek Watershed; existing water and <br />drainage problems, wetland delineation, ordinary highwater mark of Egg <br />Lake, provide a plat drawing showing Rice Lake Meadows 1, 2, 3, and 4, and <br />parkland for the subdivision. <br />
