PRESENT: Miltz-Miller, Agness, Schumann, Malaski' Kellison, Peltier, Administrator Museus, Ed Elliott ABSENT: Rubenzer Motion made by Schumann, seconded by Kellison to approve the minutes of August 23, 1995 as amended. All aye, motion carried Motion made by Schumann, seconded by Agness to recommend approval of the minutes of August 28, 1995 as they pertain to the Planning Commission. All aye, motion carried. Mayor Miron thanked the Planning Commissioners for attending the meeting of August 28, 1995. KENCO CONSTRUCTION/PUD Kenco Construction, Inc. has requested a subdivision for a Planned Unit Development, Rice Lake Meadows 4th Addition. The property is 8.5 acres in size and five single family dwellings are proposed. Adjacent property is zoned RRI on the south and west, SFU on the north and east. The proposed PUD is on the east side of Egg Lake. The development will be served by municipal water and sewer. Jim Merila and Kent Roessler, representing Kenco Construction were in attendance. Mr. Merila stated that the houses would be located on that portion of the property which is included in the MUSA. The proposed homes are an average distance of 500 feet from the shoreline of Egg Lake. Aquatic Equal Solution was hired by Merila to provide the wetland delineation for the proposed subdivision. The public hearing was called to order. Numerous residents expessed their dissatisfaction with their Kenco homes, stating that Mr. Roessler should satisfy his existing customers before constructing additional homes. Mr. Roessler stated he would buy back any residence at construction cost which people are unhappy with. One resident stated that hazardous waste was buried in the area of Rice Lake Meadows Subdivision. Cary Weisner requested that Kenco narrow his driveway so it doesn't look like the roadway. Mr. Roessler agreed to reconstruct the driveway entrance to make it appear more like a private driveway. Administrator Museus stated that reports from the city engineer, DNR, and Rice Creek Watershed District have not been received. Planning Commissioners requested that the following issues be addressed by the city engineer, DNR, and/or Rice Creek Watershed; existing water and drainage problems, wetland delineation, ordinary highwater mark of Egg Lake, provide a plat drawing showing Rice Lake Meadows 1, 2, 3, and 4, and parkland for the subdivision. Minutes - September 27, 1995 Page 2 Motion made by Kellison, seconded by Schumann to recess the public hearing until the meeting of October 25, 1995 when the above mentioned items will be addressed. All aye, motion carried. DRAFT COMP Pt AN REVIEW Ed Elliott, of Loucks and Associates reviewed the plan with the Planning Commission. His understanding was that governmental agencies now have 60 days in which to review proposed comprehensive plans. Mr. Elliott stated he will provide larger maps for use at the upcoming workshop and public hearing. Motion made by Agness, seconded by Schumann to schedule a public workshop on October 24, 1995 from 5PM until 8PM at the Rice Lake Park Building, and a public hearing on November 2, 7:00PM at the Rice Lake Park Building, for continuing discussion and public input on the city's comprehensive plan. All aye, motion passed. Ideas for the newsletter are recreation center, parks, equestrian trails and area, agricultural districts, cluster homes, extension of the MUSA and urban reserve, tax base, and development.
