The Hugo Planning Commission meeting was called to order at 7:08PM by <br />Chairman Peltier. <br />PRESENT: Miltz-Miller, Agness, Schumann, Rubenzer, Kellison, Peltier <br />ABSENT: Malaski <br />Motion made by Kellison, seconded by Peltier to approve the Minutes of <br />September 27, 1995, as amended. <br />AYE: Miltz-Miller, Agness, Schumann, Kellison, Peltier <br />ABSTAIN: Rubenzer <br />Motion carried. <br />Commissioner Kellison excused himself from reviewing the McElmury SUP <br />issue as he is an adjacent property owner and stated for the record he has <br />refrained from expressing his opinion. <br />Mr. Bob McElmury, 1923 Stillwater St., White Bear Lake, has requested to <br />amend the special use permit for Bobbers Boats and Bait, 4444 129th St. <br />North, Hugo. Mr. McElmury wishes to change the existing permit in order <br />to: <br />I. Provide portable and permanent fish house rentals on Bald Eagle Lake. <br />2. Provide a winter access point to the lake from Bobber's Boats and <br />Bait. <br />3. Eliminate the City's purchase option on the existing permit. <br />Mr. McElmury stated he would provide 20 permanent and 15 portable fish <br />houses on Bald Eagle Lake. He added that he would provide a dumpster for <br />lake users, emergency help, and provides parking at the north end of Bald <br />Eagle for a $1.00 fee. He recently installed a new holding tank. Mr. <br />McElmury stated that he not received any complaints from the public <br />regarding his business. Mr. McElmury would provide fish houses from mid <br />November until February 15th. <br />Chairman Peltier opened the public hearing. Mr. Kellison provided photos <br />of the site. There are currently 3 pontoon boats on site, with parts of 2 <br />more. Mr. Kellison stated that 3 members of his family have personally <br />complained to Mr. McElmury regarding late night noise, selling beer <br />without a license, the unsightliness of the area, and that no noticeable <br />screening has been implemented. Mr. Kellison also felt that renting <br />parking spaces for a fee was in violation of his SUP. <br />Other Hugo residents felt that winter access at the north end of Bald <br />Eagle Lake and fish house rental would be an asset to the community. It <br />was also stated that Mr. McElmury has made progress in cleaning up the <br />site and is trying to comply with all conditions of his SUP. <br />
