Minutes - October 27, 1995 <br />Page3 <br />Motion made by Schumann, seconded by Agness to recommend approval of the <br />request of Kostuch's/Nadeau's to subdivide 1.5 acres and Lot 16, Block 3, <br />Oneka Estates into three, single family, residential lots, subject to the <br />following conditions: <br />1. Parkland dedication fee of $500.00 be paid for the new lot created in <br />accordance with Hugo City Code Subd. 290-13. <br />2. A grading plan be provided for approval by the City engineer prior to <br />issuance of the building permit for Lot 2. <br />3. The developer must meet all special conditions of plan filing required <br />by Washington County. <br />4. A $1,500 utility connection fee be paid for the lot created IAW Hugo <br />City Code, Chapter 262-6, Subd. A(3), prior to filing of final plat. <br />All aye, motion carried. <br />PUBLIC.' HEARING CONTINUED --- RICE I (AKE MEADOWS 4TH <br />Kenco Construction, Inc., 13767 Northeast Johnson St., Ham Lake, has <br />submitted an application for a planned unit development known as Rice Lake <br />Meadows 4th Addition in order to subdivide 8.452 acres of land into 5, <br />single family residential lots. This matter was subject to a hearing <br />before the Planning Commission on September 27, 1995. Action on the <br />request was tabled pending the engineer's review of the project and <br />permitting by the Minnesota DNR, and the Rice Creek Watershed District. <br />The Planning Commission expressed concerns regarding potential drainage <br />problems on the site, wetland delineation, ordinary high water mark of Egg <br />Lake, the proximity of an existing private driveway easement to a proposed <br />building site, and the potential need for parkland dedication as part of <br />this project. The Planning Commission also requested an overall plan of <br />Rice Lake Meadows 1, 2, 3, and 4. <br />Jim Merila stated that Kenco had received approval from RCWD and the DNR. <br />Kate Drewry has verified wetland delineation for the site. Mr. Merila <br />stated that 145th St. south of Geneva Ave. would have to be vacated to <br />meet setback requirements on Lot 5. As proposed, nearly all of the front <br />yards on lots 1 through 4 would be utility easement. Area residents <br />reiterated their concern that there is no park in the area and part of <br />this property should be reserved for neighborhood children. Mr. Roessler <br />agreed to meet with the residents to establish a home owners association. <br />Mr. Arnt was named as the spokesperson to contact Mr. Roessler to set up a <br />meeting time and date. Mr. Roessler pointed out that the outlot in Rice <br />Lake Meadows is as suitable for a park as any proposed lot in Rice Lake <br />Meadows 4th. <br />Motion made by Kellison, seconded by Peltier to table this request until <br />November 15, 1995, and all conditions of the letter of October 19, 1995 <br />have been complied with. <br />AYE: Kellison, Peltier <br />NAY: Miltz-Miller, Schumann, Agness, Rubenzer <br />Motion failed. <br />
