P.C. Minutes - January 26, 1994 <br />Page 2 <br />4. U.S. Army Corps of Engineers will review the project for impact on <br />federal protected wetlands. <br />5. The City has not as yet received site approval for the proposed <br />septic systems from Washington County. <br />In addition to the variances and permits, the City has concern regarding <br />establishing the ordinary groundwater tables for the site and the need to <br />obtain easements for slope maintenance where roadway cuts are necessary. <br />Staff recommends approval of the preliminary plat and approval of the <br />variance to the cul-de-sac length subject to the special conditions, but <br />does not recommend bituminous curb and gutter in any area of the <br />subdivision. <br />Mr. Wayne Tower of Pioneer Engineering reviewed the subdivision with the <br />Planning Commission. He stated that all 22 lots (5.2 acre average) have <br />received approval for on site septic systems from Washington County. Mr. <br />Tower stated that Lot 1, block 1 will require a mound septic system. Rice <br />Creek Watershed has given concept approval but is requesting they <br />reconfigure the roadway to the northwest to avoid the protected wetland. <br />Because of the beaver dams on the property, the DNR protected wetland in <br />the center of the property is larger than usual. The developer has <br />contracted with a licensed trapper to remove the beaver. With this <br />accomplished, the pond will be reduced in size and the developer will be <br />able to avoid crossing this area with the proposed roadway. The DNR has <br />indicated that a routine permit will be required for this development. <br />Mr. Dolan stated that all homes and accessory structures will be approved <br />by the "architectural design committee". Homes will be a minimum of <br />$175,000. A complete set of restrictive covenants will be on file with <br />subdivision application. A minimum landscape plan is also included in the <br />covenants. <br />Mr. Ed Waller questioned the possibility of the roadway to the west being <br />extended (past the temporary cul-de-sac) and felt that 30 acres of the <br />property was wetland and should not be considered as part of the <br />developable land. <br />Motion made by Schumann, seconded by Peltier to recommend approval of the <br />variance request of Dan Dolan Development to construct cul-de-sacs in <br />excess of 600', one 1,150' in length and one temporary cul-de-sac 2,500' <br />in the proposed Duck Pass Development. <br />Members voting AYE: Davis, Schumann, Agness, Rubenzer, Peltier <br />Members voting NAY: Kellison, Olson <br />Motion made by Kellison, seconded by Agness to require concrete curb and <br />gutter throughout the proposed development of Duck Pass. <br />All aye, motion passed. <br />
