MINUTES OF THE HUGO PLANNING COMMISSION - NOVEMBER 17. 1994 <br />The regular meeting was called to order at 7:00PM by Chairman Peltier <br />PRESENT: Agness, Schumann, Malaski, Kellison, Miller, Peltier, <br />Carole LaBelle <br />ABSENT: Rubenzer <br />Motion made by Schumann, seconded by Kellison to approve the minutes of <br />October 26, 1994 as amended. <br />Ms. Tamara Miltz-Miller was sworn in as planning commissioner for a term <br />to expire 12-31-96. <br />Mr. Eric Anderson, representing J.R. Johnson Supply Co., 2582 Long Lake <br />Rd., St. Paul, Minnesota has requested site plan approval to construct <br />improvements to their commercial greenhouse located in part of the <br />northeast 1/4 of Section 19, T31N, R21W. Generally located in the <br />northeast intersection of County State Aid Highway 8 and Everton Ave. <br />This site is subject to a special use permit, dated November 5, 1984, as <br />well as a site plan approval dated December 4, 1989. The Rice Creek <br />Watershed District has reviewed and approved their plans of the site. The <br />firms intention is the improve two existing 14' greenhouses on the site <br />from temporary to permanent use, construct 4 additional 30' X 96' <br />greenhouses and construct a 17.5' X 78' connection building between the <br />greenhouses. In addition, the application indicates plans for future <br />expansion on the site. The property is zoned commercial business. <br />Mr. J. R. Johnson stated that the Rice Creek Watershed District and the <br />Army Corps of Engineers have reviewed and approved the plan. The public <br />hearing was closed, after a brief discussion the following motion was <br />made' <br />Motion made by Kellison, seconded by Peltier to recommend approval of the <br />request of J.R. Johnson, Supply Co. to construct 4, 30' X 96' greenhouses <br />and a 17.5' X 78' connecting walkway on their property at 4860 Frenchman <br />Rd. subject to the following special conditions: <br />1. Site plan approval is for production and wholesale operations only. <br />2. The site plan only pertains to the existing two, 14' greenhouses in <br />use on the property, the four proposed 30' X 96' greenhouses and the <br />17.5' X 78' connecting building. Future improvements to the property <br />require an amended site plan. <br />3. The conditions of site plan approval established on December 4, 1989, <br />shall remain in full force on the property. <br />All aye, motion passed. <br />
