u�H. lm8 <br />February 24, 1993 <br />The regular meeting was called to order by'Chairman Peltier at 7:00PM. <br />PRESENT: Mezzano, Davis, Agness, Rubenzer, Oswald, Olson, Peltier, <br />Administrator Museus, Carole LaBelle <br />Motion made by Mezzano, seconded by Davis to approve the minutes of <br />February 10, 1993 as amended. <br />AYE: Mezzano, Davis, Agness, Rubenzer, Oswald, Olson <br />Peltier abstained. <br />Motion passed. <br />Motion made by Mezzano, seconded by Agness to approve the minutes ol <br />January 27, 1993. <br />All aye, motion passed. <br />SPECIAL USE PERMIT - KRUEGER/BILOTTA <br />Stanford Krueger and Robert Bilotta have applied to the City for a special <br />use permit to operate a vegetable, fruit and nursery stock area. The <br />property is located between 125th St. and 132nd St., east of Goodview Ave. <br />(adjacent to property previously used for Zap Games), and is zoned <br />Agriculture. The 40 acre parcel is not adjacent to any roadway and <br />accessible only via an easement. The main objective is provide a "Pick <br />your own" area for fruits and vegetables. Applicants anticipate food <br />preparation in the future on site and possibly recreational activities <br />such as hay rides, cross county skiing, etc. The existing building would <br />be used for stock and equipment storage. The enclosed site plan is very <br />general. Staff recommends the site plan include setbacks of existing <br />buildings and parking area prior to consideration by the City Council. We <br />would also recommend that any future buildings or construction on site be <br />approved by Amended Special Use Permit. <br />Chairman Peltier opened the public hearing with a letter from Kathy <br />Schmidt, who felt this activity could create a traffic problem and <br />excessive wear and tear on the gravel road. Mayor Stoltzman questioned <br />whether there was any intention to build a residence on site and was <br />concerned about the traffic. <br />Motion made by Oswald, seconded by Olson to recommend approval of a <br />special use permit to construct and operate a greenhouse in accordance <br />with the approved site plan and sell at retail, vegetables, fruit, other <br />produce and flowers grown on site subject to the following conditions: <br />1. This permit shall expire <br />with any subdivision <br />of the property. <br />2. No nursery sales shall be <br />permitted as defined <br />by Minnesota <br />Statutes, <br />Section 18.46. <br />3. Building permits shall be <br />obtained prior to construction <br />of <br />any <br />structure and building on <br />this property. <br />4. All site improvements shall <br />meet the requirements <br />of the City <br />zoning <br />ordinance and other applicable <br />city codes. <br />
