The regular meeting of the Hugo Planning Commission was called to order by
Chairman Peltier at 7:00PM.

Mr. George Watson
of Brauer & Associates, architects for the
golf
course
project presented
the final drawing for the proposal. He stated
that they
has received watershed
approval in May which incorporated several
changes. Mr. Watson
stated that they have reduced the amount
of
runoff
from the property
by one half and that the remaining stormwater
will be
used for irrigation.
The applicants have approached Ramsey
County
and
other agencies involved
in the improvement of County Rd. J and
are asking
White Bear for utilities
to be extended under the roadway to
serve
the
golf course. E.H.
Renner (contractor for the municipal well
under
construction for
Hugo) told the applicants that the well at
the
golf
course would not
have any significant impact on the surrounding
wells.
Mr' Watson stated
that they have not received approval from
the
Army Corps
of Engineers, but
it should be granted soon.
After a lengthy discussion
the Planning Commission concluded
with
the
following motion:
Motion made by Olson,
seconded by Agness to recommend approval
of
the
Special Use Permit
for the Arcand Golf Course subject to the
following

conditions:
The southwest 1/4 of Section 32, T31N, R21W, Washington County, Minnesota,
special conditions:
1. Development
of the golf
course must comply with
the requirements of
permits
issued by the
Rice Creek Watershed District,
Minnesota DNR,
and
U.S' Army Corps of
Engineers and any other
legal jurisdiction
having
an interest in
this project'
2. Buildings
and structures
on the site are limited
to one clubhouse, one
maintenance
building,
and sufficient garage space
to store golf carts
used
on site. Exact
location or dimensions of
these buildings are
subject
to site plan
approval by the City of Hugo.

Retail sales are limited to concessions and golf related items.
4.
All maintenance equipment stored on site shall be kept inside an
enclosed structure or building when not in use.
5.
Minimum building setback of buildings located on this property shall
be 50' from the property line.
6.
No exterior light sources are permitted on the golf course except
building lighting and parking lot lights.
7.
Two exterior speakers placed within 100 it. of the clubhouse with
sound not to exceed 40 DB's at any property line.

Based on the proximity of adjacent residential units, or the number
of
proposed motorized golf carts, the City may require the use of
electrical carts only. Overnight golf cart storage is to be located
inside a building or at a location which is screened from street
view.

One sign with a maximum area of 50 sq. ft. is permitted. Directional
signs not to exceed 7 sq. ft. each are exempt from this requirement'
Primary sign must be setback 10' from public right-of-way unless
the
City determines that a closer setback will not adversely impact site
distances at driveway or street intersections.

No off season exterior activities are permitted unless authorized
by
the City and the owner.

Water quality protective measures are required as follows:
A. Maintenance of erosion control barriers during construction
and
until all ground cover is established.
B. A buffer between turf areas and natural water bodies, water
courses, or wetlands must be maintained as per site plan.
C. To the extent practical runoff must be directed to on site,
sedimentation holding ponds with a water quality control
structure installed at the outlet prior to water discharge from
the premises.
D. Site areas in proximity to fuel storage areas shall be designed
to direct all runoff to an on site ponding area.
E. The chemical storage area must designated to within the accessory
building. The area must be surrounded with a curbed barrier.
All
herbicide, insecticide, and fungicide, rodenticide must be kept
in a locked enclosure.
F. An inventory manifest of stored chemicals must be posted at
the
entrance of the storage building.
G. Chemicals used on site shall meet the requirements of federal
insecticide, fungicide, and rodenticide act, the EPA and the
Minnesota PCA law, and the Minnesota Fertilizer Control Law.
H. An annual chemical application management plan must be submitted
for review and approval by the City. The plan is to specify-
pecifychemicals
chemicalsused and number of annual applications, application
rates and methods and other appropriate information.

An architect, engineer, or professional landscape architect with
experience in designing golf courses must review and approve the
safety aspect of the golf course plan.
13.
To the extent practical the golf course must be designed to minimize
potential for activity spill over onto adjacent properties.
14.
Based on the design of the golf course, the City may require
installation of fencing and a lockable gate at an access point.
15.
A minimum of two satellite restrooms or other acceptable facilities
shall be provided for each nine holes.

Applicants to secure the proposed property to the north before
consideration by the City Council.
Mr. Oswald questioned the date of construction of the pole building and
how it could be grandfathered in and how one individual
could obtain a
special use permit on another persons property' Mr. Oswald
stated he is
trying to clean up this issue and felt this is not an acceptable
use in an
agricultural zone. Commissioners Davis and Agness visited
the site and
felt that the land could support the number of vehicles
requested and was
not a detriment to the area because is is virtually invisible
from anyone
passing by the property'
Mr. Stoltzman presented a petition signed by 20 neighbors
stating they had
no objection to the continuance of Stoltzman Automotive.
Motion made by Peltier, seconded by Davis to recommend approval
of the
request of Walter Stoltzman for a special use permit to
continue operation
of his auto repair business at 8221 157th St. subject to
the following
special conditions:
1. Hours of operation be limited to 7:00AM to 9:00PM, Monday
through
Saturday.
2' The operation shall be screened and exhibit limited
evidence of
business.
3' No advertising signs shall be allowed.
4. No more than 25 vehicles waiting to be repaired shall
be stored on the
site.
5' Operator must have a hazardous waste generator license.
6' No more than 10 unlicensed vehicles on site

Bob Oswald left the meeting at 9:20PM'
Ms. Hilla Morris, SNG Research and Judy Marshik, Research
Quik made their
presentations for their respective research firms for the
opportunity to
do the survey to be conducted in Hugo' Each stated the
pros and cons of a
telephone survey vs. a mail survey.
Motion made by Agness, seconded by Peltier to recommend
Research Quik for
the mail survey process in Hugo.
All aye, motion passed.
Motion made by Davis, seconded by Agness to adjourn at 10:20PM.
