MINUTES OF THE HUGO PLANNING COMMISSION - JUNE 23. 1993 <br />The regular meeting of the Hugo Planning Commission was called to order by <br />Chairman Peltier at 7:00PM. <br />PRESENT: Davis, Agness, Oswald, Olson, Peltier, Administrator Museus, <br />Carole LaBelle <br />ABSENT: Rubenzer <br />Motion made by Davis, <br />seconded by Olson to approve the minutes of <br />May 26, <br />1993 as amended. <br />permits <br />issued by the <br />Rice Creek Watershed District, <br />All aye, motion passed. <br />and <br />U.S' Army Corps of <br />Engineers and any other <br />ARCAND SPECIAL USE <br />EgBN11,=,EUQ1QBgARING <br />an interest in <br />this project' <br />2. Exact <br />at the <br />request of the applicants. <br />subject <br />to site plan <br />approval by the City of Hugo. <br />Mr. George Watson <br />of Brauer & Associates, architects for the <br />golf <br />course <br />project presented <br />the final drawing for the proposal. He stated <br />that they <br />has received watershed <br />approval in May which incorporated several <br />changes. Mr. Watson <br />stated that they have reduced the amount <br />of <br />runoff <br />from the property <br />by one half and that the remaining stormwater <br />will be <br />used for irrigation. <br />The applicants have approached Ramsey <br />County <br />and <br />other agencies involved <br />in the improvement of County Rd. J and <br />are asking <br />White Bear for utilities <br />to be extended under the roadway to <br />serve <br />the <br />golf course. E.H. <br />Renner (contractor for the municipal well <br />under <br />construction for <br />Hugo) told the applicants that the well at <br />the <br />golf <br />course would not <br />have any significant impact on the surrounding <br />wells. <br />Mr' Watson stated <br />that they have not received approval from <br />the <br />Army Corps <br />of Engineers, but <br />it should be granted soon. <br />After a lengthy discussion <br />the Planning Commission concluded <br />with <br />the <br />following motion: <br />Motion made by Olson, <br />seconded by Agness to recommend approval <br />of <br />the <br />Special Use Permit <br />for the Arcand Golf Course subject to the <br />following <br />16 <br />conditions: <br />The southwest 1/4 of Section 32, T31N, R21W, Washington County, Minnesota, <br />special conditions: <br />1. Development <br />of the golf <br />course must comply with <br />the requirements of <br />permits <br />issued by the <br />Rice Creek Watershed District, <br />Minnesota DNR, <br />and <br />U.S' Army Corps of <br />Engineers and any other <br />legal jurisdiction <br />having <br />an interest in <br />this project' <br />2. Buildings <br />and structures <br />on the site are limited <br />to one clubhouse, one <br />maintenance <br />building, <br />and sufficient garage space <br />to store golf carts <br />used <br />on site. Exact <br />location or dimensions of <br />these buildings are <br />subject <br />to site plan <br />approval by the City of Hugo. <br />
