MINUTES OF THE HULT) PLANNING COMMISSION <br />560—117140 1993 <br />The regular meeting of the Hugo Planning Commission was called to order at <br />7:07PM by Chairman Peltier. <br />PRESENT: Davis, Agness, Rubenzer, Olsen, Peltier, Administrator Museus, <br />Carole LaBelle <br />ABSENT: Oswald <br />Motion made by Davis, seconded by Peltier to approve the minutes of June <br />23, 1993 as amended. All aye, motion passed. <br />Tom Frampton <br />and <br />Gary Vizenor, <br />Pro Act Realty <br />are <br />requesting to subdivide <br />54.8 acres into <br />10 residential <br />lots. The property <br />is zoned RR2, <br />5 acre <br />minimum. The <br />lots would <br />be served by private <br />wells <br />and on site septic <br />systems. Washington <br />County <br />has reviewed the <br />plat <br />and made the following <br />recommendations <br />regarding <br />driveways; lots 2 <br />and <br />5 each accessing <br />Co. Rd. <br />7, with lots <br />3 <br />and 4 having <br />a shared driveway. <br />Lots <br />1 and 10 should <br />be <br />served by 120th <br />St. A Rice <br />Creek Watershed <br />District <br />permit has <br />been <br />applied for <br />but <br />no permit <br />approval has been <br />received <br />by the City. <br />A <br />variance to <br />lot <br />size would <br />be required for lots <br />2 <br />and 3 as proposed. <br />Lot <br />2 is 4.4 acres <br />and lot 3 <br />is 4.0 acres. The <br />applicant <br />is requesting <br />that <br />the 3 existing <br />accessory <br />buildings (total sq. <br />ft. <br />5,054) on proposed lot 4 <br />be allowed to <br />remain. The <br />RR2 zone allows 1,800 <br />sq. <br />ft., exceeding <br />this <br />amount would <br />normally <br />require <br />a special use <br />permit. <br />The applicant <br />currently operates <br />a nursery <br />business on site. <br />He <br />has proposed <br />eliminating <br />the <br />business <br />in stages as the property <br />is developed, <br />with all <br />nursery business <br />ceasing <br />in four years. <br />Mr. Gary Vizenor <br />is approved, <br />lot <br />they <br />represented <br />would pave <br />the owner and stated <br />Ingersoll Ave. <br />after <br />that if the subdivision <br />the sale of the <br />fourth <br />and the <br />Residents Mary <br />deed <br />is recorded <br />Ann Creager <br />with Washington <br />and Shari Opse expressed <br />County,, <br />their support <br />for the <br />development <br />and <br />questioned <br />what would happen <br />to the <br />6" well, the <br />use of <br />the accessory <br />property. <br />building on <br />Lot 8, and any business <br />or livestock use <br />of the <br />Mr. Vizenor <br />stated <br />the 6" <br />well was suitable <br />for a <br />residence or if <br />not used <br />it would be <br />sealed <br />according <br />to state law. <br />The building <br />on Lot 8 <br />is <br />within the size <br />accessory structure. <br />allowed for <br />the RR2 zone and <br />could <br />be used as residential <br />City engineer <br />Howard Kuusisto <br />provided a letter <br />with <br />his concerns <br />regarding the <br />drainage on <br />site not following <br />the property <br />lines. <br />Motion made by Rubenzer, seconded by Agness to recommend approval of the <br />subdivision of Sunset Lake Ridge subject to 29 special conditions as <br />follows: <br />
