October 13, 1993 <br />The special meeting of the Planning Commission was called to order by <br />Chairman Peltier at 7:00PM. <br />PRESENT: Davis, Schumann, Olson, Peltier, Administrator Museus <br />Carole LaBelle <br />ABSENT: Agness, Rubenzer, Oswald <br />Motion made by Schumann, seconded by Olson to approve the minutes of <br />September 22, 1993 as amended. <br />All aye, motion passed. <br />Chairman Peltier inquired as to the attendance of Commissioner Oswald. <br />Checking the records indicated that Mr. Oswald has not attended a meeting <br />since June. <br />Dan Dolan Development, Inc. and Jeffrey Barbour, 13670 Isleton Ave., have <br />applied to the City to rezone 115 acres from Agriculture to RR2 (5 acre <br />minimum), create a Planned Unit Development of 22 single family homesites, <br />and are requesting a variance to install a cul-de-sac exceeding the <br />allowable length for the City. The lots vary in size from 3.28 acres to <br />5.60 acres. The property is located south of 8A and west of Isleton Ave. <br />The current plan has only one roadway accessing Isleton Ave. to the <br />development, with two cul-de-sacs throughout. It is recommended that the <br />roadway to the west include a temporary turnaround. The kennel currently <br />operating on site would be discontinued and the kennel building would be <br />removed. Mr. Dolan has completed two very successful and attractive <br />developments in the Twin Cities, Evergreen in Woodbury and Wexford in <br />Eagan. <br />Several residents (Bob Irlbeck, David Quade, Sandy Malaski, Ed Salkowitz) <br />opposed the rezoning of the property to 5 acre lots. They expressed their <br />concern regarding drainage, water contamination and preserving the rural <br />character of the area. <br />Mr. Dolan stated the purpose for the planned unit development was <br />specifically to preserve the wetlands on site. He informed the audience <br />that the developer would reserve the right to restrict any residential <br />construction if it does not complement the development. <br />After a lengthy discussion, Schumann made a motion to recommend approval <br />of the request of Dan Dolan/Jeff Barbour to rezone 115 acres from <br />Agriculture to RR2 (Parcels 93026-2725, 2700, 2650, 2550). <br />AYE: Davis, Schumann <br />NAY: Olson, Peltier <br />This request will be forwarded to the City Council without a <br />recommendation. <br />
