The Special Meeting of the Hugo Planning Commission was called to order byChairman Peltier at 7:12PM, held at Withrow School. <br />PRESENT: Davis, Rubenzer, Oswald, Olson, Peltier, Attorney Charles <br />Johnson, Administrator Bob Museus, Carole LaBelle <br />ABSENT: Mezzano <br />Chairman Peltier informed the audience that this joint Grant Township and <br />Hugo Planning Commission meeting would be conducted by the Hugo Chairman. <br />Chairman Peltier called the public hearing to order. <br />Mr. Bruce Folz, surveyor for Tom Anderson, Bryon Schroeder, and Glen <br />Bjornson was present to review the proposed 385 acre subdivision. Mr. <br />Folz stated that the developers would like to connect 6500' of roadway to <br />Isleton Ave. in Hugo (3' of roadway in Hugo), adjoining 121st St., <br />extending to Janero Ave. and finally reaching County Rd. 7. The <br />developers have stated they would install bituminous surfacing beginning <br />at the intersection of 121st St. north to Co. Rd. 7 and reconstruct the <br />railroad crossing at Ironwood Ave. Roads within the development would be <br />per Grant Township standards which are 22' blacktop surface. <br />Many area residents expressed their concerns regarding access for <br />emergency vehicles, filling of wetlands, dusty roads, elimination of the <br />rural atmosphere, traffic flow, habitat preservation and dedication of <br />parkland for the proposed subdivision. Residents also stated their <br />disapproval of Cal Barr's lack of concern for attending meetings held on <br />behalf of his proposal. Many questions are raised and are unable to be <br />answered without the developers being present. Residents suggested the <br />local governments refuse to hold any further meetings if the applicants <br />will not guarantee their presence. <br />Planning Commissioner Davis questioned Mr. Folz whether access directly <br />from Keystone Ave. or looping through the development and rejoining Irish <br />Ave. on the south had been looked at as an alternative. Mr. Folz stated <br />that they would have to cross a protected wetland on the east and a permit <br />would probably be difficult to obtain, but that bridging would be a costly <br />alternative. <br />Hugo and Grant Planning Commissions concurred that no further meetings or <br />action should be taken until Mr. Barr and other developers agree to attend <br />scheduled meetings to address concerns and questions of area residents. <br />Motion made by Oswald, seconded by Peltier to table the joint public <br />hearing until all concerns of the Hugo Planning Commission and the Grant <br />Township Planning Commission have been addressed. <br />All aye, motion passed. <br />Motion made by Davis, seconded by Oswald to adjourn at 9:38PM. <br />All aye, motion,passed. <br />Carole LaBelle, Secretary <br />Hugo Planning Commission <br />
