P.C. Minutes - May 27, 1992 <br />page 2 <br />1. Final grade on Lot 4 must divert drainage to the south and avoid <br />runoff onto the adjacent property to the east. <br />2. Lot 2 may not be sold until a building permit is issued for Lot 1 to <br />avoid a violation of the City's zoning ordinance which prohibits <br />construction of an accessory building prior to construction of the <br />principal building on any lot. <br />All ave, motion passed <br />Mr. Dan Parker, representative of School District 834 stated they would <br />like amend their special use permit to replace the exiting 24' X 40' <br />moveable classroom with a 28' X 72' moveable classroom located at Withrow <br />Elementary School (10158 No. 122nd St.). The district plans to find a <br />more permanent solution to the problem by 1995. <br />Motion made by Oswald, seconded by Olson to recommend approval of the <br />amended special use permit request of the Stillwater School District to <br />replace their existing moveable classroom as specified above. <br />All aye, motion passed. <br />Mr. Jim Christiansen and T. Martin Stadler were present to provide <br />background information and proposed site location for a new post office <br />facility in Hugo. The site described is located north of Co. Rd. 81 <br />approximately one mile west of Highway 61 (Parcel No. 93019-2200). The <br />purpose of the new facility is to meet state requirements for handicapped <br />accessibility, provide employee/customer parking, and meet the growing <br />needs for the Hugo/Centerville area served by this post office. <br />Commissioners agreed this would be an acceptable site location and <br />suggested the postal service submit their application for rezoning of the <br />property. <br />ASPHALT j,BgYIgI'I <br />The City Council has referred the Amended Special Use Permit request of <br />River Valley Asphalt back to the Planning Commission to provide their <br />findings of fact for denial of this request. Concerned residents and <br />representatives of River City Asphalt were given an opportunity to express <br />their concerns. RCA acknowledged they agreed to an extension of time for <br />City Council to act on this request at the March City Council meeting. <br />The Planning Commission reviewed the reasons for their recommendation and <br />have requested Administrator Museus summarize their findings of fact, <br />conclusions, and recommendation in draft form to be reviewed by the <br />Planning Commission at a Special Meeting on June 10, 1992, 7:.00PM. <br />Motion made by Davis, seconded by Peltier to adjourn at 9:50PM. <br />Al <br />Carole LaBelle, Secretary <br />Hugo Planning Commission <br />
