June 24, 1992 <br />MINUTES CAF TWE: <br />The regular meeting of the Hugo Planning Commission was called to order by <br />Chairman Peltier at 7:00PM. <br />PRESENT: Davis, Agness, Rubenzer, Olson, Peltier, Administrator Museus, <br />Carole LaBelle <br />ABSENT: Mezzano, Oswald <br />Motion made by Davis, seconded by Olson to approve the minutes of May 27, <br />1992 as amended. <br />All aye, motion passed. <br />REZONING REQUEST - MALINKA <br />Mr. John Malinka is requesting to rezone 77.9 acres zoned agricultural to <br />RR2 (5 acre minimum). The property is located north of 140th St. and west <br />of Keystone Ave. It is the intent of the applicant to subdivide the <br />property into five acre lots. The property is bordered by the Conservancy <br />zone on the north, west, and south. While the property to the east is <br />zoned agriculture. <br />Mr. Jeff Hughes, of Wild Wings Game Farm stated he had no objection to the <br />rezoning, but would like all parties involved to be aware that there is a <br />hunting club adjacent to the property in question on the north and any <br />residences should be constructed a minimum of 500' from the property line <br />nearest the club. Area residents were concerned that the integrity, <br />beauty, and rural nature of the property would be destroyed by rezoning to <br />5 acre lot sizes. Also, the question of "spot zoning" was raised' <br />After a lengthy discussion, the applicant agreed to waive the deadline <br />requirement and allow the Commission to table this request until their <br />July 22, 1992 meeting. <br />Motion made by Rubenzer, seconded by Peltier to table the Malinka Rezoning <br />request until July 22, 1992 after further review of the comprehensive plan <br />by the Planning Commission. <br />All aye, motion passed. <br />Northern Natural Gas is requesting a special use permit to allow for the <br />modification and enlargement of an existing regulator and meter facility <br />for transportation of additional natural gas volume to local <br />distributors. The property is zoned agriculture and is located at the <br />northeast corner of 175th St. and Highway 61. This change will be <br />additional stations and not the expansion of the existing building' The <br />existing building will be removed some time in the future. <br />Mr. Dennis Werkmeister, representing Northern Natural Gas was present to <br />discuss their request. He stated that there would be three buildings, <br />6' X 9' constructed on the site. At the time of completion the original <br />
