JUNE 14, 1990 <br />Acting Chairman Bill Mezzano called the meeting to order at 7:00PM. <br />Upon roll call: <br />Present: Commission members Henry, Thoreson, Oswald, Barnes, and <br />Mezzano <br />Absent: Dick Senkler <br />Chairman Mezzano requested that the City Administrator review the proposed <br />redevelopment plan with the commission. The City Administrator noted that <br />Washington County Housing and Redevelopment Authority proposes to cause to <br />be purchased certain parkland and open space north of County Road 8A and <br />south of Rice Lake in the City of Hugo. It is the intent of the City to <br />purchase the parkland from the Housing and Redevelopment Authority <br />pursuant to an installment purchase contract. The contract will have a <br />term not to exceed ten years. A revenue bond in the principal amount not <br />to exceed $245,000.00 is proposed to be sold by the HRA to finance the <br />acquisition. The revenue bond will be secured by the payments to be made <br />by the City under the installment purchase contract. It was noted that <br />the tract of land in question is approximately 70 acres in size and abuts <br />on the Rice Lake Wildlife Management Area which is owned by the Department <br />of Natural Resources. It was stated that the redevelopment area is <br />potentially more useful and valuable for contributing to the health, <br />safety, and welfare than has been realized under it's existing <br />development. This action is being taken pursuant to Minnesota Statutes <br />Section 429.001 to 469.047. It was pointed out that the City will levy <br />taxes to finance the debt service on this method of financing. The City <br />Administrator then pointed out that the primary intent of this development <br />project is to provide park facilities and open space for residents of the <br />City. It will also provide public access to the Rice Lake Wildlife <br />Management Area, support the City's wetlands preservation, and provide <br />potential site for a community center, library or other municipal <br />facility. Although the primary intent is to use the park for a nature <br />park, or other passive uses, the City will probably improve the site with <br />monies from the City's parkland dedication fund. <br />After a brief discussion and a motion by Commissioner Barnes, seconded by <br />Commissioner Oswald, with all members of the commission voting aye, the <br />redevelopment plan for the purchase of Rice Lake Park, dated June of 1990 <br />was approved and the Commission forwarded it's recommendation to the Hugo <br />City Council. <br />The City Administrator then informed the Planning Commission of a site <br />plan application that will be reviewed by the City Council on June 18, <br />1990. Mr. Huber pointed out that this is a CCA Wood Fixation Plant <br />proposed for a 25 acre site north of Bald Eagle Industrial Park. This <br />application is subject to review by the City Council only as it is a <br />permitted use in an industrial zoning district. The utility and road <br />improvements proposed in conjunction with this development plan were <br />discussed. The method of wood treatment and the chemicals used in the <br />process was also reviewed. Although the plan in question was not subject <br />to Planning Commission <br />
