The aesthetic appearance of ditch in the downtown area between 150th <br />St. and 140th St. <br />The City Council has expressed a concern regarding the restoration in a <br />manner so that the site can be properly mowed and maintained in the <br />previously mentioned ten block area. <br />Dave Schwartz, Mark Mickelberg, and Gary Kriesel, all representing NSP, <br />were present at the meeting. Mr. Mickelberg reviewed the proposed <br />gas -main project, and City engineer, Howard Kuusisto, reviewed his report. <br />Mr. Kuusisto noted, in particular, the following concerns he has with the <br />project: <br />1. Location of the pipe installation as it relates to possible future <br />installation of city utilities. Would like to see it located in <br />railroad right-of-way or enbankment. <br />2. Would like the same casing used under Highway 61 to be used under City <br />streets. <br />3. Future crossing of gas pipes for drainage control would be difficult. <br />4. How close can city utilities be installed parallel and crossing the <br />proposed main? <br />Chairman Senkler opened the meeting for public comment. Carl Nordquist <br />stated that he was fearful of a 350 lb. gas line going through the "heart" <br />of the City. Had NSP considered any other route for the main; e.g., the <br />MWCC sewer line west of town? Because of manual shut-off valves, there <br />would be a time delay should there be an accident. There were no further <br />comments, and the public hearing was closed. <br />Chairman Senkler felt that this issue should be discussed further between <br />the City's and N8P's engineers, and that the following items be addressed <br />a later meeting: <br />1. Issues should be defined more clearly, and the proposed solutions to <br />the problems be provided. <br />2. Provide a narrative of the alternate routes considered to better <br />understand NSP's process. <br />Senkler made motion, Thoreson seconded, to table this matter to the next <br />regular Planning Commission meeting of September 26, 1990. <br />All aye.
