Administrator <br />Huber reviewed this application <br />with the <br />Planning Commission <br />at the request <br />of Chairman Senkler. Mr. <br />Huber stated that <br />on behalf of <br />Northern <br />States Power Company, Mr. Mark <br />Mickelberg has <br />made application to <br />the City <br />of Hugo for a Special Use Permit <br />to construct <br />a 16" diameter gas <br />main in the <br />City of Hugo. The gas main <br />in question will <br />run from 175th <br />St. south <br />to 120th St' and will be located <br />between trunk <br />Highway 61 and <br />the Burlington <br />Northern Railroad tracks. <br />This matter was <br />reviewed by the <br />Planning <br />Commission at their August 22, <br />1990 regular meeting <br />at which <br />time, said <br />request was tabled in an effort <br />to give Northern <br />States Power <br />representatives <br />ample time to answer the <br />questions and <br />concerns of the <br />Planning <br />Commission and city engineer. <br />The Planning Commission <br />requested <br />that the <br />applicants respond in a narrative <br />outlining the <br />alternate routes <br />that were <br />considered for this and <br />why NSP chose <br />this particular <br />pipeline <br />location. <br />In that this request requires <br />permits from both <br />Rice Creek <br />Watershed <br />District and the Environmental <br />Quality Board, <br />we would recommend <br />that any <br />action by the Planning Commission <br />recommending <br />approval of this <br />pipeline <br />be subject to securing said permits <br />Of major <br />concern to the <br />city engineer <br />was the location of the gas <br />main as it relates <br />to possible <br />future installation <br />of municipal utilities <br />and how NSP <br />intends to put this <br />pipe under <br />our municipal streets. The City <br />has received <br />a letter dated <br />September <br />13, 1990 which responds to the <br />questions raised <br />by the Planning <br />Commission <br />at their previous meeting. The <br />city engineer <br />has met with the <br />design engineers <br />from NSP to discuss the <br />actual pipe locations <br />proposed. <br />Howard Kuusisto <br />has indicated that they <br />have reached an <br />agreement as to <br />the location <br />of the pipeline which should <br />be acceptable <br />to both the City <br />and NSP. <br />The final design plans will be <br />submitted to the <br />city engineer <br />for review <br />and approval before this matter <br />is placed on <br />the City Council <br />agenda. <br />Earlier discussions with NSP representatives <br />indicate <br />that they <br />would like <br />to get the required permits secured, <br />along with <br />design <br />approvals <br />this winter, so that they can <br />start construction <br />in May of <br />1991. If <br />the Planning Commission feels <br />that their previous <br />questions and <br />concerns <br />have been adequately addressed <br />and that the permit <br />request is <br />consistent <br />with the City's comprehensive <br />plan, we would <br />suggest that any <br />recommendation <br />for approval be subject to <br />special conditions. <br />Mr. Dave <br />Schwartz, Gary Kreisel, and Mark <br />Mickelberg from <br />NSP were present <br />to address <br />any further questions from the <br />Planning Commission. <br />NSP <br />representatives <br />stated that the EDP has <br />informed them that <br />there is no <br />significant <br />impact because of this request. <br />NSP stated <br />they would like to <br />install the <br />pipeline in the highway right-of-way <br />on the <br />southern portion <br />
