The regular meeting of the Hugo Planning Commission was called to order by <br />Chairman Senkler at 7:03PM. <br />PRESENT: Mezzano, Thoreson, Senkler, Carole LaBelle <br />ABSENT: Henry, Oswald, Barnes <br />Motion made by Mezzano, seconded by Thoreson to approve the minutes of <br />April 26, 1989. All aye, motion passed. <br />Chairman Senkler reviewed the application with the planning commission. <br />He stated that Ms. Jeanette Pfurtscheller and Mr. William Simonet have <br />made application to the City of Hugo and variance to split a 36.9 acre <br />tract of land into 7 residential building sites. The property is zoned <br />RR2 requiring minimum 5 acre lot size. Three lots are located on Round <br />Lake and four of the lots are located south of the proposed 121st Street. <br />The applicants involved in this request submitted a similar proposal to <br />the Planning Commission in 1988, following Commission approval, said <br />subdivision was not processed through the City Council for final <br />approval. The applicants have revised their lot layout and roadway <br />location since previous PC review. The initial survey was prepared by <br />Georgi/Schmidt & Assoc., and the grading and floor elevations plan has <br />been prepared by Itasca Engineering. Both engineers have signed the <br />preliminary plat in question. One of the major concerns of the Planning <br />Commission when this matter was tabled from the April 26, 1989 meeting was <br />the location of the east/west access road to the site from Janero Avenue. <br />Since the previous Planning Commission meeting, the City has received a <br />copy of an Access Agreement between Mike Lengyel and William Simonet <br />regarding road access to the property south of the site in question. It <br />would appear that the revised plat submitted by the developer has <br />addressed a number of the concerns previously raised by the staff and <br />Planning Commission. Those questions left unresolved involve the <br />following: <br />1. Is the road intersection proposed at the east end of Lot 1, Block J. <br />consistent with the subdivision regulations and acceptable arrangement <br />to the city engineer? <br />2. There appear to be two culverts to be installed under the roadways <br />proposed. There is no indication of which way the water will drain <br />through these culverts that would indicate whether water would be <br />stored on site or drained to areas off of the plat in question. <br />Mr. Larry Samstad was present to address any questions from the planning <br />commission. Mr. Samstad provided the commission with a statement which he <br />felt would address all of the concerns of the previous meetinq. He also <br />stated that he will provide the city engineer with correct elevations and <br />culvert locations. <br />The planning commissioners were concerned that the floor elevations for <br />the residences were in low areas, the sharp turn at the west end of the <br />east/west road was not redesigned, and the variance required for the lake <br />lots was much too great. <br />P.C.
