1. No more than two horses may boarded on the property limited to those <br />owned by the residents of 8745 122nd St. No commercial horse boarding <br />to be allowed on site. <br />2. Horses must be kept at least 500 feet from the shore of Round Lake. <br />3. The warranty deed be corrected to read Lot 1, block 1, Round Lake <br />Addition, stamped and recorded at Washington County. <br />4. Approval shall be based on the site plan submitted and may be revoked <br />for failure to comply with the above referenced special conditions. <br />All aye, motion passed. <br />Soecial Use Permit (John Southward <br />Administrative Intern Stu Schmeling reviewed the application with the <br />planning commission. He stated that Mr. John Southward has applied to the <br />City of Hugo for the construction of a 60' X 100' (6,000 sq. ft.) <br />accessory structure on a ten acre parcel. The site in question is zoned <br />agricultural. Mr. Southward stated that the building will be used as a <br />garage, for storing farm machinery and equipment, hay, and possibly <br />horses. The city zoning ordinance 320-4, Subd. C allows accessory storage <br />over 3600 sq. ft. by special use permit only. The site has approximately <br />8 semi trailers and circus equipment scattered throughout the property. <br />The property is described as that part of the east 475' of the southeast <br />1/4 of the southeast 1/4 of Section 28, T31, R21W, lying south of 132nd <br />St. North. It was noted that Southward Amusements, located at 82 N. <br />Mounds Blvd. and Mr. John Southward's previous address was the same. We <br />can only assume there is some correlation between Southward Amusements and <br />1r. Southward. One concern of the city is the storage of carnival <br />equipment which is not allowed by city ordinances and should be addressed <br />prior to approval of additional accessory storage. <br />Chairman Senkler requested comments from the public. Mr. Southward stated <br />he stores the circus equipment for his brother but will have it removed. <br />Mr. Southward also indicated that he stores mills, lathes, and tools in <br />the trailers, but the equipment is for his hobby and not a commercial <br />operation. He informed commission members he is not conducting any <br />commercial business on the site. <br />Commissioner Mezzano felt it would be extremely difficult to determine at <br />what point a hobby becomes a commercial operation. Commissioner Barnes <br />did not have any objections to the building provided all commercial <br />equipment is removed and no commercial activity take place on site. <br />Motion made by Mezzano, seconded by Barnes to recommend approval of the <br />special use permit for a 60' X 100' accessory storage building for Mr. <br />John Southward, on his property at 7307 132nd St. (93028-2130), subject to <br />the following special conditions. <br />1. Remove all semi trailers and carnival equipment stored on the site at <br />7307 132nd St. <br />2. No exterior storage be permitted on the site. <br />3.
