Planning Commission - August 24, 1988 <br />Page 2 <br />Commissioners concurred that if all requirements were met with regard to <br />construction of the home and septic system there were no objections. <br />Motion made by Barnes, seconded by Sonnenfeld to recommend approval of the <br />subdivision request of Herman Strehlow and Celia Crain to subdivide 67 <br />acres into one tract 26 acres in size and one parcel of approximately 41 <br />acres subject to the following special conditions; <br />1. Final survey must be submitted to the city council within 90 days of <br />preliminary survey acceptance or this approval shall be null and void. <br />2. All conditions of survey approval must be met prior to stamping of any <br />deeds for recording by the city clerk. <br />3. Property lines must be identified on site by the applicants on site to <br />assure proper setbacks when buildings are to be constructed if <br />required by the building inspector. <br />4. Driveways or drainage areas must include installation of a minimum 15" <br />diameter corrugated metal culvert in a manner acceptable to the city <br />if required. <br />5. No building permits are to be issued until the required permits are <br />secured from the appropriate watershed district and the DNR where <br />applicable (no buildings below 911.9 elevation). <br />6. All fees relating to this subdivision approval shall be paid by the <br />applicant including the cost of recording documents with Washington <br />County. <br />7. Any driveway permits requiring access to county roads may not be <br />issued until permits are secured with Washington County or MNDOT. <br />8. On site activities permitted as a result of this subdivision shall not <br />cause the altering of any watercourse, ditch, or drainage system in <br />this area. <br />9. Percolation tests must be submitted to the city prior to final survey <br />and plat approval. <br />10. Payment of the parkland dedication fees shall be made prior to final <br />survey approval. <br />11. All roadway and drainage easements must be shown on the final survey. <br />All aye, motion passed <br />Chairman Senkler requested that Administrator Huber review the subdivision <br />application with the planning commision. Mr. Huber stated that Cyril and <br />Catherine LaCasse have made application to the City of Hugo for <br />subdivision of a 53 acre tract of land into five, ten acre lots. The <br />property in question is generally described as that part of the north 1/2 <br />of the northwest 1/4 of Section 30, T31N, R21W, Washington County, <br />Minnesota lying north of the south 990' thereof and which also lies east <br />of the centerline of Elmcrest Ave. as traveled, also the SE 1/4 of the S/W <br />1/4 of Section 19, T31N, R21W, Washington County, Minnesota. This <br />property is zoned agricultural requiring minimum 10 acre lot size. The <br />applicants are also requesting a variance to delete curb and gutter from <br />the roadway installation, as well as allowing for a 1,650 ft. cul de sac. <br />The city staff has reviewed the plat in question and find it to be in <br />order. If the planning commission recommends approval of the subdivision <br />we would suggest that said approval be subject to special conditions. <br />
