Minutes - October 26, 1988 <br />Page 4 <br />Jesinski made motion, seconded by Henry to recommend approval of the <br />special use permit for Kevin Vacinek to construct a 36' X 66' and operate <br />a concrete manufacturing business subject to the following special <br />conditions: <br />1. Security lighting on site be designed such that it will not create <br />glare or hazardous driving conditions for motor vehicles operating on <br />165th St. <br />2. Exterior storage on site, other than the customer display area, be <br />properly secured and screened from the adjacent properties and Highway <br />61. <br />3. The site in question be developed as per the site plan. <br />4. All advertising on site be consistent with the city sign ordinance. <br />5. All customer and employee parking be located as shown on the approved <br />site plan. <br />6. All driveways built over ditches or drainage areas must include the <br />installation of 15" diameter corrugated metal culvert installed in a <br />manner acceptable to the city building inspector. <br />7. The site must be policed and maintained on a regular basis with regard <br />to litter and on site nuisances. <br />G. No significant deviations from the approved site plan shall be <br />permitted unless reviewed by the planning commission and city council <br />followed by an amended special use permit. <br />9. Property lines must be identified on site by the petitioner to assure <br />proper setbacks when buildings are constructed. <br />10. Any driveway permits requiring access to city or county roads must be <br />secured prior to any on site construction. <br />11. No fences, structures, or vegetation may be placed in on site <br />easements. <br />12. All activities on site shall not cause the altering of any watercouse, <br />ditch, or drainage system. <br />13. Regular trash and refuse removal must be provided and utilized on a <br />regular basis. <br />14. No materials, equipment, chemicals, or other items related to the <br />manufacturing of these lawn ornaments may be buried on site without <br />notifying the city and Washington County Dept. of Public Health. <br />15. The property owner shall permit reasonable access to the referenced <br />site for periodic inspection by the city to assure conformance with <br />the SUP. All activities on site must be in conformance with city <br />codes and ordinances. <br />16. Failure to comply with the conditions of this special use permit shall <br />be grounds for revocation of same. <br />All aye, motion passed. <br />Administrator Huber reviewed the application with the planning <br />commissioners at Mr. Senkler's request. He stated that Ms. Ethelyn <br />VanBeek and George Gotwald representing the Aspen Investment Co. have made <br />application to the City of Hugo for the subdivision of a 69 acre tract of <br />land into ten residential lots. The property in question is located off <br />of Irish Ave. north of County Rd. 10 and northwest of Long Lake. The lots <br />proposed range from 5.2 acres to 6.2 acres in size. The property is zoned <br />RR2 and the applicant is requesting waiver of the subdivision requirement <br />
