MINUTES OF THE SPECIAL <br />HUGO PLANNING COMMISSION MEETING <br />May 11, 1987 - 7:OOPM <br />The meeting was called to order by Chairman Rudisill at 7:01PM. <br />Members present: Blanchard, Sullivan, Schreifels, Senkler, Jesinski, Rudisill <br />Absent: Olson <br />Chairman Rudisill then called on City Administrator Huber to give the <br />commission and audience a background of the Wm. Wunderlich special use <br />permit tabledfrom the April 22, 1987 Planning Commission meeting. Mr. <br />Huber stated that Mr. Bill Wunderlich Sr. has made application to the <br />City of Hugo for a special use permit to allow for the construction <br />of a 40' X 48' accessory building on his property in an agricultural <br />district. The property consists of approximately ten acres that is gen- <br />erally described as part of section 14, T31N, R21W, also known as 15939 <br />Ingersoll Ave. No. The total square footage of allowable accessory <br />building in the zoning district is 3600 sq. ft. for lots less than 20 <br />acres in size. This request by Mr. Wunderlich would allow for the con- <br />struction of a building between the house and Ingersoll Ave. and access- <br />ory building exceeding 3600 sq. ft. limit. There were no objections to <br />the issuance of this special use permit and variance request. At the pre- <br />vious meeting Mr. Wunderlich had indicated he would be prepared to explain <br />his hardship regarding the need to locate the accessory building in front <br />of the house. We would recommend that if the planning commission chooses <br />to approve this special use permit and variance request that it be subject <br />to the special conditions as discussed. Commissioner Blanchard inquired <br />as to whether the commission could deal with these requests in a single <br />motion. The City Administrator responded in the affirmative. Mr. Rudisill <br />requested that the administrator read the 13 special conditions as rec- <br />ommended by the staff. Mr. Rudisill then asked Mr. Wunderlich if he had <br />any objections to the special conditions and Mr. Wunderlich responded in <br />the negative. For further discussion Commissioner Blanchard moved to ap- <br />prove the special use permit and variance for Mr. Wm. Wunderlich to allow <br />for the construction of the 40' X 48' accessory building between his home <br />and Ingersoll Ave. on a ten acre tract of land in Section 14, T31N, R21W <br />(aka 15939 Ingersoll Ave. No.) subject to the following conditions; <br />1. The SUP approval be subject to securing the required variance from the <br />city council to allow the construction of this building between the prin- <br />cipal building and Ingersoll Ave. <br />2. Any and all conditions of this SUP must be met within 90 days, unless other- <br />wise stipulated in this permit. If these conditions are not met this per - <br />met will be null and void. <br />3. A building permit must be applied for within 120 days of permit approval <br />and substantial construction of any building or improvements must be <br />underway within 120 days of permit issuance. <br />4. Property lines mu$t be identified on site by the applicant to assure <br />proper setbacks when buildings are to be constructed. <br />5. Any commercial or industrial use of said property not specifically <br />permitted in the zoning district by the city zoning ordinance shall be <br />strictly prohibited. <br />6. All driveways built over ditches or drainage areas must include install- <br />ation of a 15" corrugated metal culvert installed in a manner acceptable to <br />the city. <br />7. No building permits will be issued until the required permits are secured <br />from the appropriate watershed district where applicable. <br />
