6. All activities on site shall be limited to those customary <br />to a <br />greenhouse and landscaping business and no retail <br />sales will take <br />place on site. <br />7. No structures and facilities may be added to the site <br />in question <br />without first securing a building permit. <br />8' On site activities permitted shall not cause the altering <br />of any <br />watercourse, ditch, or drainage system in this area., <br />9' This permit must be submitted to the City Council <br />for approval within <br />90 days of Planning Commission recommendation' <br />10. Failure to comply with all conditions of this special <br />use permit shall <br />be grounds for permit revocation. <br />Auto Dismantlinq License ) <br />Representatives of Modern Auto Parts of Hugo had been <br />requested to appear <br />before the commission to discuss some of the activities <br />taking place on <br />his site with regard to construction of dikes and ditches <br />and their impact <br />on stormwater drainage in this area. Mr. Dupaul was also <br />requested to <br />provide water samples on site and said water samples as <br />of yet have not <br />been submitted to the City. The City also requested that <br />Mr. Dupaul <br />provide a detailed site plan of his facility. The activities <br />of Mr. <br />Dupaul have been reported to Rice Creek Watershed District <br />and an <br />investigation with regard to said activities is currently underway. <br />Mr. Dale Eklin, from Rice Creek Watershed informed the <br />City that all <br />digging activity had ceased during the summer when he <br />investigated this <br />matter. Mr. Dupaul is aware he must obtain a permit from <br />RCWD for <br />excavating. Mr. Dupaul stated that his test well had <br />been run over and as <br />soon as the reorganization of the yard was complete he <br />would install a new <br />test well. All specifications were provided to him by <br />Washington County' <br />Mr. Dupaul has all hazardous waste material stored in <br />compliance with the <br />DNR and Washington County Health Department. <br />Motion made by Senkler, seconded by Sullivan to recommend <br />approval of athe <br />continuation of the Auto Dismantling License for Roger <br />Dupaul, Modern Auto <br />Parts, 16813 Forest Blvd. subject to all existing conditions <br />and a <br />dimensioned site plan, drawn to scale be provided to the <br />City Council <br />prior to the November 2, 1987 meeting. Including the installation of a <br />new monitoring well, with test results to be provided <br />at the next annual <br />review. <br />All aye, motion passed. <br />Mr. Henry indicated that he feels a member of the staff <br />or city official <br />should contact the PCA to be advised on the standards <br />and recommendations <br />for test wells similar to those required by the auto dismantling <br />operations.
