4. Any commercial or industrial use of said property not specifically <br />permitted in this zoning district shall be strictly prohibited. <br />5. Driveways or drainage areas must include installation of a minimum 15" <br />diameter corrugated metal culvert installed in a manner acceptable to <br />the city building inspector. <br />6. No building permits shall be issued until the required permits are <br />secured from the appropriate watershed districts, Washington County, <br />and the Dept. of Natural Resources where applicable. <br />7. All fees relating to this subdivision approval shall be paid by the <br />applicant including the cost of recording documents at Washington <br />County. <br />B. Any access to city or county roads must be approved by permit and all <br />driveways must be constructed to meet city/county standards. <br />9. On site activities as a result of this subdivision shall not cause the <br />altering of any watercourse, ditch, or drainage system in this area. <br />10. Percolation tests must be submitted to the city prior to final survey <br />approval. <br />11 Payment of parkland dedication fees must be paid prior to recording of <br />a final survey or stamping of deeds. <br />12. Approval of this subdivision shall not result creation of landlocked <br />parcels currently owned by the applicant. <br />13. Any major improvements to the roadway serving the subdivision shall be <br />paid at developers or owners expense. <br />14. No filling of low areas on site shall be permitted without first <br />securing the approval of the Rice Creek Watershed District. <br />15. Driveway side slopes serving the lots in question shall be no steeper <br />than 3 to 1. <br />16. An Easement be provided allowing for 60' of right-of-way north of the <br />centerline of County Rd. 8A on parcel. <br />All aye, motion passed. <br />V.A. Sunny Creek Acres Plat(Kostuch/Bernier) <br />Mr. John Kostuch, Mr. Leon Nadeau, and Mr. James Olson have made <br />application to the City for the subdivision of an 18.5 acre tract of land <br />by formal plat. The property in question is currently zoned SFU and is <br />the intent of the developer to create 16 buildable lots with a minimum lot <br />size of 1 acre. Copies of the preliminary survey have been submitted to <br />the appropriate governmental agencies for review. The stormwater holding <br />plan identified on the plat has been reviewed by Rice Creek Watershed <br />District. Washington County engineering department indicated they have no <br />comment on the subdivision and we have received no comments from the <br />Metropolitan Council on the subdivision. Mr. Kostuch has requested he be <br />allowed to develop this property without connecting to the City's water <br />supply with the understanding that each of the lots proposed are a minimum <br />of 1 acre in size and all lots be served by sanitary sewer. Mr. Kostuch <br />has indicated that if this plat is approved he intends to petition for <br />public improvements pursuant to Chapter 429 of the public improvement <br />code. If the Planning Commission elects to recommend approval of this <br />subdivision for consideration by the City Council we would recommend that <br />said approval be subject to special requirements. <br />
